[ agenda item read ] >> good morning, members of the transportation authority. i'm john larson. like yesterday, we had a very full agenda starting with item seven on your agenda. the cac recommended approval for 17 major league dollar in propagated funds. questions were asked about the subway station and strategies regarding lost time. it was indicated to the cac that although recovery did exist, it was not possible to recover all lost time. in response to the bayview transportation plan. staff reiterated that the plans specifically focused on meeting the needs of current residents and demonstrates to the community that the planning process was for existing residents and not for people who might move in in the future. the cac appreciated that. the cac also supported adopting the

this is an item related to the transportation authority's program. we have a revolving credit loan outstanding at 49000000 with state street bank. this credit facility expires in june of 2018. there's an attachment one that summarizes all the credit ratings and pricing in terms of interest rates for each of the various credit facilities offered in consultation with the ta's financial advisor rah. >> what is the difference in the rates? >> a few points right now. we're in in negotiation with the rates. you have attachment and certain pieces of it are blanked out. they're willing to work with us. they have many transactions with the city and county of san francisco. they have one with sfmta, puc, the city controller's office, and sfo. they're very willing to continue working with the city and the county. >> thank you. >> and moving forward, this is the most advantageous and cost-effective proposal we have to date. it would be approximately $200,000. if this loan was at full capacity, we would be paying $3.5 million in interest costs. the total interest

lastly, i would like to just thank the san francisco county transportation authority for facilitating this effort. this, i'm sure, was a challenging effort and really was the first time that all of the stakeholders were brought together into one place where they each were able to deal with each other, hear their positions, and present the issues that they may have discrepancies on in a constructive way so the solutions could be found and this project move forward. thank you, mr. chairman. >> thank you. i really appreciate it. i think the last thing that you just touched on is the most important thing, which is bringing everybody in the room and working collaboratively. your next step, number six, and i don't want to put too fine a point on it, is a little damming when you're taking on a multi-billion dollar project, these projects, the high-speed rail, the city, the buy and through its planning department, the mta, the county transportation authority's lack of coordination is rather startling. i think what i just heard is that creating this space going forward is profoundly important.

deputy district for policy and programming at the transportation authority. the first request for you today is from the caltrain agency for funding for them to work on defining their next generation of caltrain really to determine how caltrain will operate a blended system in conjunction with high-speed rail on the same corridor, on the same alignment, and doing visioning as well as community interface strategy. the plan will also assess the caltrain organization and governance as it relates to how rails are organizationed nationally and internationally. the work will be done over the next year and a half. there will be significant outreach that occur in the fall of 2018 and early 2019. the next request is from the sfmta to fund the central subway. this is for the budget funding that has been incorporated into the baseline budget since 2008, i believe. we have the acting manager. he'll be giving a brief presentation after i've concluded. this is an r tip funding source, a state funding source that has been committed to this project for years. it can only go to

in addition, i am introducing the equity for impact transportation tax that i mentioned at the transportation authority commission meeting earlier today that would utilize our existing tax rate for a new category of business, private transportation companies, as bike share and other emerging industries like the e scooters that everybody is explainin como us about. it's good city and practice to make sure the laws keep up. we have to move as quickly aztec and make sure that they are clear and equitable rules that apply to this business sector. as such, this tax is a long overdue update to our tax structure which recognizes the emerging and evolving businesses of private transportation, whether it's fixed route businesses or multi billion dollar commercial carrier businesses like uber and lyft. while capitol hill shells out federal tax cuts and funding streams for projects are drying up, local jurisdictions struggle to fund basic services and build out the necessary infrastructure to keep pace with growth here in the city. of course, we are all aware of the widening income gap and that further highlights

this is the city's long range transportation planning program and a multiagency partnership between the san francisco municipal transportation agency, and the county transportation authority and the office of economic and workforce development. these are the agencies that are involved in the city's transportation and land use planning. conne connectsf purpose is to connect these agencies to identify long-term projects to build an effective, equitiable and sustainable transportation system for san francisco. i'm joined today by my colleagues from our partner agenci agencies, sf mta. we are here to seek your approval for a resolution to endorse the connectsf vision. this 50 year vision will be used as a framework to guide or plans, policies, and projects that our agencies would develop for the city's transportation. staff went to commission in september of last year to talk to you about the scenario planning process and the public outreach activities that would lead to the secretaconnectsf v. this included focus groups in all districts, pop up events, on-line surveys, face-to-face meetings with cbo, as well as workshops. briefly, the vision is one where san francisco is a g

what we did as part of walk to workday along with supervisor jane kim and chang from the county transportation authority and walk san francisco and a number of community groups is we accelerate visited a new mid-block signal at ross and howard to kick off walk to workd workday. we also did one at falsom. both have been high priorities for the neighborhood. with the new intersection or new signal cams high visibility walks, signals and what was notable is that this is just north of where we put in a signal at folsom and rusk right in front of the park and betsy carmichael elementary. i think there's another school in the area as well. people have been crossing these mid-block crossings on howard and folsom before the signals. if you picture what it's like, it's wide streets, cars move very fast so the see the difference once these signals went in where cars were stopping and that signal was giving the pedestrians the protection to cross safely is night and day. it was very well received by the neighborhood stake holders. i do want to note that these improvements were also fully supported, not just been t

. >> the san francisco transportation authority has completed the rail study peer review. the rearview mirror was released on april 4th and presented on tuesday, april 10th. the report concluded the track alignment is necessary to operate in an efficient manner and two track alignment would not meet our needs. staff would present the findings of the report later on today's agenda. at last month's board meeting i reported that we would present the document for your consideration this month. however, because of the delay in the release of the rail operation study report, we pushed that back to the main board meeting. on march 9th, the california high-speed rail authority released the draft 2018 business plan. it has some good news for us. we have arranged for a presentation to be given by the rail authority staff on today's agenda for later on. at this time, i would like to ask our senior construction manager to present the quarterly project labor agreement reports. >> morning, directors especially to new directors. i'm the senior construction manager for the last five years
