two piles of money that we are dealing with today, the first being the regional improvement program, the other being the transportation enhancement program. we have about $10 million in the program. readily funding large projects, whether they be transit or highway. last year the authority board took action to commit regional improvement authority project to plan, downtown extension in the transit terminal, and the central subway transit. in total we committed funds to the projects on page 21. you can see that we have made pay down already. that is $150 million we are making to the project. we have reaffirmed our commitment and take some action to make doyle drive the commitment. this was done to help facilitate the close between the project and questionnaire on phase 2 of the project under the public- private partnership. the timing of this is also very important, consistent with the california transportation commission issues that register , for that reason, with 10 million available, there is an amount of money that helps to fund agency staff support with 10 million proposed for the parkway. the interesting part of

first on jobs let me point out the transportation enhancement program represents 1.5% of the annual federal service transportation funds, 1.5%. a relatively small amount of money on the total bye. but it's -- pie. but it's interesting the programs yield more jobs per dollar spent than do funds that are used for the traditional transportation programs. so on a jobs basis we actually get more jobs from a lot of the projects that are in the transportation enhancement program. secondly, let me just talk about the type of programs we're talking about. we're talking about bicycle paths, we're talking about when we, be when you're traveling on a road an you have a pull-off that you can safely view the scenery. it's these types of projects that we're talking about that could be jeopardized by the mccain amendment. i know my colleague from alaska talked yesterday about the safety issue but let me yunt underscore that. today more accidents are caused from our pedestrians and our bicyclists are on the rise. they're -- there are an increased number of fatalities related to bicyclists and pedestrians. 1

the need to address student access to transportation is more urgent than ever. the san francisco miscible transportation agency, the mta, and the school district implemented the lifeline program has a distribution for low income students with limited out reach for this program, the demand for this far exceeded the supply. the economic crisis is affecting the increase in fares, especially those for latinos, and african-americans. unemployment reached 9.3%. the children on free and reduced lunched has jumped from 54% to 61%. oi have been hearing from parens who are struggling financially to get their children to school. in two years, the cost of the fast pass increase by 110%. this translates into our youth not able to get to their after- school programs, internships, libraries. the indicators are clear, transportation must be addressed and access to transportation is more urgent than ever. with the proposal, all san franciscans between the ages of 5 and 17 would be remind -- would be eligible for a free bus pass that can be used 24/7. they can get to work, doctors' appointments. they would be able to take advantage of libraries, museums, parks. this is about fairness and equal

the fta has been very supportive of the program because of its intense user benefit and transportation benefits for the citizens of san francisco. we have received four years running a medium-i f t a new start reading. we are rated one of the highest agencies in the country. and thus, we have received significant praise from the federal transit administration for the advancement of a central subway program. finally, the submission of the full funding grant of agreement and application in september this year, essentially, outlines a major goal for the program to get this far. it has been an effort that has been a true collaboration with the board, the sport, transportation authority, federal transit administration, mtc, and getting us to a point where we have voiced ourselves to be the benefactor of approximately $900 million of funding. i would like to focus on four major facts of the program, it the program budget. it in november 2008, the program was budgeted -- bear in mind, at this point, the environmental process had been cleared, alignment selected, and agencies advancing this al

i believe is proposed for funding under the small starts program of the u.s. department of transportation. understanding is that it is the top rated project in the country. it would cost somewhere from $90 million to $130 million. the tentative schedule to start work would be the summer of 2016. it is available from mid october to early december. we will be bringing a full presentation and we can use up some of that time before 4:00 next time. the next one, you probably all have heard, but for benefit of the public, both houses of congress finally passed a fifth month extension, so we're good for six months, through the end of march. this is a transportation bill that was supposed to have ended a few years ago and congress has been extending it a number of times. this one came down pretty close to where the funding would have stopped. this gives authorization for some of the federal gas tax to go into the highway trust fund. it kind of kicked the can down the road six months in terms of for reauthorization. there are proposals on the table for those that will go to that meeting, you'll pr

impact on the general fund to the operation, but it will likely impact the redevelopment lot rep pending. housing programs and transportation. again, at this point we have obviously no clarity on what the cuts would be, but it is clear it will largely fall on these kinds of sectors of our services. before i go into the 12, 13, 14 preview, i thought i would review the five-year financial outlook, because obviously that will guide in shape are discussions going forward and how we craft the budget for the next two years. the five-year financial plan was required by proposition a, passed by the voters in 2009, by the mayor. it projected increase in general fund shortfalls, starting with $458 million in 2012-13 growing to 839 million in 15 and 16. it is not necessarily a revenue problem. the problem is expenditures are expected to grow faster than revenue. over the next five years the revenues are projected by growth -- to grow by 423 million, but employee costs alone are projected to grow by 647 million, not counting other non-personnel costs. the biggest use of the employe costs are the employee benefit costs are projected to

it also includes $550 million for the highly competitive tiger grants program for surface transportation projects that make a significant difference in our communities across the country. this program has already helped finance projects in many states across the country, including in seattle and spokane in my home state of washington. this bill also provides funding to support f.a.a.'s efforts to develop its next generation air transportation system, to accommodate air travel in future years. and it continues federal support for amtrak, providing the same level of funding as in fiscal year 2011 to maintain that key element of the transportation grid. we are also investing in transit, providing almost $2 billion to meet our commitments to communities that are improving their transit systems. these systems as we all know, help reduce congestion and provide a critical service to those who rely on transit every day to get to their jobs and home to their families. and importantly, we continue the federal oversight that makes travel on our nation's air, road and rail transportation systems the
