the third goal has to do with the role that we in the transportation system play in impacting the environment of san francisco, the quality of life, the economy of the city which, because we are a small, dense city, the transportation system plays a large role with regard to those things. and then finally the fourth goal is about our own workplace, about our employees, about making the agency a great place to work, about making it an effective organization so that we can achieve those other three goals. so, that's the frame within which we look at everything we do and most importantly, the budget. so, with regard to the plan, some things that we have been doing, are doing to advance the plan, the core of the agency is the muni service that we provide. just this morning we're hosting the last of the series of workshops on the transit effectiveness project which has been a kind of first in the generation effort to look at the entirety of the muni system and figure out how we can make it work better, be more efficient, move more people more reliably more quickly. we've also been investing a lot,

to operate the agency to provide the service and the right-of-way to work on making the city's transportation system safer. we're also working to improve the transportation in san francisco working to improve taxi service put more taxis on the street and improve them easier to access such as though a new electronic hale system that we're putting into place now. in terms of bicycle and pedestrian safety we've been hearing about that in the news seeing unfortunate collisions that are taking people's lives or seriously hurting people that shouldn't be happening. we're developing improvements in the bicycle and pedestrian network so people getting around on to the and bicycle we can do so safely. and lastly but more importantly we're really trying to change and improve and transform the way we engage with the people who pay our salaries and people who pay their muni fairs our customers the people of san francisco i think we have a great opportunity in this agency to much better or proactively more system masking better connect with people not only for us to talk to people but to engage in dialog with pe

so the purpose of our cip is to develop a fiscally-constrained 5-year project for the transportation system and essentially what we do is we look at all of the various revenue sources:we project that we're going to have over the next five years and then we develop a strategic investment for how we would prioritize each of the projects that we plan to build. so essentially the cip is a great implementation tool for our strategic plan and the various other plans and strategies that we as a city are pursuing. it gives a realistic view in terms of what we believe we we able to fund, so it's preventing funding from being a barrier to project delivery and allows us to create realistic expectations and to build credibility with our crediting agencies our outside funders. within the cip we also try to maintain a 10% capital fund reserve, that allows us to be more flexible within our project delivery. so really the reason that we are here today is that we understand that the investments of the mta have a big impact on the small business community. and we want to work towards being more responsive to
