[applause] and over the years, we have had a really great community partnership with the treasure island development authority. the board has been amazing. they have had the vision of including low income and formerly homeless people from the ground up, from the start, so i want to thank the treasure island development authority for all of their leadership over the years. i also want to thank the director of operations. [applause] really, i know supervisor chu said that it takes a village to build a village, but it has really been that kind of story. that is why you had the 11-0 vote. it is not just city government doing something or developers doing something unilaterally, one group be more represented than another. it has been an iterative process where we have all work towards a common vision, one that will serve all san franciscans. i want to thank the developers, too, for the integrity they brought to the table, the citizens advisory board, and all the members of the tidhi commission, residents of treasure island that have been a part of this. so really from the ground up, everyone

the community as well. we are looking at a mixed income neighborhood in treasure island. treasure island will have an impact on the city. i want to think ross mirkarimi and david chiu for introducing some changes to the development agreements, which will help to mitigate some of these impacts. of course, the mayor's office, for being a really good partner on this project, working with our office. thank you. recently we have taken over operation of the treasure island treatment plant build back in the 60's. on an average day there are 77 rain gallons. during wet weather we handle storm dowland's as well. there are numerous issues for the system. seismic, aging infrastructure, and new issues with green infrastructure. climate change is also presenting challenges for us. rising sea levels and infiltration. flooding, odors, noise, and stabilization rates are a big issue for the public. we want to have opportunities to enhance things for the public. with a brief overview on the level of service endorsed by the commission last july, this will be the guiding principle for regulatory compliance. flooding provides benefits to impacted communities and modification of the system for climate change, including economic stability. briefly, i want to overview the technical improvements that have been identified. there are approximately 20. we have systems to improve flooding screening in san francisco, better managing the eight watersheds in the city. we have improvements at each of the city's treatme

it is along the northern and northeast waterfront between treasure island and the golden gate bridge. i think the primary locations of the race themselves, this is not the race course. it is not one big large loop. the race course will be a series of turns and different directions within this blue bubble here in effect. with that as the race course, we have a number of different locations as places for people to attend as spectator venues and programmed as america's cup speck tailor venues. i'm go through some of what that looks like. and peers 30, 32 would be the team bases and piers 26 and 28 are other supporting uses for the event authority and the media and team partners. pier 19 and 23 would be the same thing. and piers 27 and 29 are the america's cup and to see them lead and would be the start-finish line. since a number of the port locations will be under construction, the focus of the 2012 event are the waterfront. so i will walk through this in a moment. first is marina green and the pre-and post-race announcement and where the boats come in and there will be hospitality func

it was similar to what happened in the marina. >> as they move along and developed treasure island, the developer also has to provide stabilization programs. >> the sand has to be strengthened so that it will not liquefy. the buildings have to gain support below the sand in more confident material. >> we were talking about the waterfront. here's the very building. here is the intersection of the water and the land. the area where the ferry building is now was what? >> it was silt. to create the embarcadero, they had all of this exposed rock. they decided to mine telegraph hill for the rock and build a levee and bill in behind the levee. they blasted the rock. it was illegal but they did it anyway. they took the rock and built a rock dike all along here. beneath the fill the latem are of this mud with the consistency of jello. that layer may be as thick as 110 feet. >> is bad dyke founded on the mud -- is the dike founded on the mud? >> it is. when they dumped the rock into the bay mud, it was like dumping rock into jello. it went down into the mud so that they could build off of that. i

i think the governor's proposal is very dangerous and may impact treasure island development, so we have to watch very carefully, but i'm skeptical. >> what are your thoughts on the city's economic development? are we on the right track? what would you like to change about the city's approach to developing economies? >> in the chair of the land use committee this year, and i was vice chair last year with our former chair from the bayview hunters point area. i guess i approach land use and economic development from a different perspective. i'm not against development, but i want it to be equitable so we look at the lowest income populations or even middle income populations so that residents have a strong say as development moves forward, whether it is the park ridge said development in the southern, western part of the city or even treasure island with there's many low-income families that currently live there. but it is a strong voice for the residents that currently are there. we also want to see new people moving into the city, and hopefully, we focus also on families and housing that
