the marina. treasure island has met with the treasure island saving center as well as leading advocate for the other centers of the cove about further refinements of the marina. as they progress, we'll bring updates back to the board here. the resolution from supervisor kim was heard at the land use committee. the hearing was well attended. the item was passed out to the full board. where it was agenda yesterday, but not voted on yesterday, but continued pending the conversations between treasure island enterprises and other users. on the project front, the wbi final map was recorded on april 19 and permits have been issued for utility work on ybi. also on april 19, the state lands commission heard our request for certifications of all future navy transfers as well as authorization of temporary and permanent transfers between tida -- well from the department of labor to tida, throughout the duration of development. so that clears that hurdle for us. we continue to work with public works and other city agencies to bring the subphase one final map to the board of supervisors before the august recess.

certainly when we came to the treasure island development authority meetings a couple of years ago. with regard to the resolution itself, it is mom and apple pie, much of it. you know, respect for youth sailing and support for youth sailing, unarguable. preservation of eel grass beds, unarguable, and i do understand what that is having picnicked on that beach before the sailing center was already there. and yet, that resolution, there are items in it that will be viewed as binding even though they are not precisely binding. when you do negotiate the lease agreement for the -- for the marina, and i so think it's careful -- it's important to be very careful about what exactly is binding you in this thing, what provisions you feel you have to be obliged to honor when it comes to these leases. it seems the owner has rationally asked for a continuance so they can work with the community and with you on working out those items that will be viewed by some as binding. i'd like to get -- it's reasonable of you to grant them that continuance. thank you. >> hi there. my name's ashley wallace. i

the next year or two. as you know, we have an extensive open space network on the island and treasure island that are part of the program. you know, a wide variety of uses from the recreation fields to the agricultural farm to the city side park to the wilds as well as we discussed earlier today, clipper cove boulevard and the parks. and natural areas of the island. even the open space plan calls for potential campground out in the wild area in the future. so a great variety and a great volume of open space, you know, totalling 290 acres in aggregate. in addition, we have the habitat management plan for ybi. which really sets out bana island as a natural area program. you've heard a number of locally rare and unique vegetation. the first park is scheduled for completion in 2021. we need to be prepared to accept and maintain that park as part of the fiscal year 20-21 budget. two years from now, the budget that we'll be adopting will have the maintenance budget for that new park. and under the dda during the early years of the program, there is a fund that is supposed to come from ticd to hope fund the parks
