something up i regularly haven't brought up, but recently is a big issue and that is both the treasure island board and by extension of what is happening there and other issues, the redevelopment board, both of are quasi department agencies and people are concerned with these agencies and what happens with the navy in treasure island and the redevelopment successor agency has jurisdiction, and i think it's really crucial that -- i think supervisors that are on the lafco know that last week a lot of the public raised some serious concerns about public process on things like treasure island and the redevelopment successor agency, and my guess is if the lafco is willing to do it we will need lafco to take a part in this and do independent auditing or studies or something to make sure that these crucial projects with their potential damaging consequences if they're not done properly are over seen by a more independent body like lafco and lafco has shown in many cases in the past whether it's waste management or voting or the internet or things like that and having that outside perspective from this bod

the treasure island development authority and the city. they have also been working with state regional water quality control board and the united states environmental protection agency to ensure that human health and safety in residents and workers is being protected today and will be continued to be protected as the navy completes its clean up. with respect to the precautions that are being taken to protect residents' health, the san francisco health department and the treasure island development authority will continue to work with the two state agencies, the department of toxic be substance control and the california health department to ensure that the navy continues to implement control measures that have been put in place since the navy started its environmental clean up. these control measures include dust control measures, air monitoring at all excavation sites as well as all radiologically controlled areas. our office will continue to review the work of treasure island development authority and its consultants that ted: ctionv the base closure meetings and review and and all reports, testing and analysis to ensure the navy's clean up progr

the record, my name is emilie rapoport and i'm a resident who lives and works on treasure island. i'm also the president of good neighbors association. i want to thank you for the members of the board, supervisors, for holding this hearing. i just wanted to comment that the process has been extremely frustrating for us. i have to again tell a story that a few years ago, good neighbors wanted to get a dog park for our residents and we picked out sites in the residential area because that's where we wanted to be. and each time we picked a site, the navy turned it down. finally, about six or eight months ago we found two sites and we asked the navy again and they refused. but this time they actually gave us an answer and they said that they really didn't want a dog park because it was too detrimental to the ground. it tore up the ground. and, you know, they didn't want it. and, so, shortly after that we found that the radiation sites had -- there had been more sites that had opened up. and, so, we find that it's a little bit strange that this all happened at this particular time. and we're sort of wondering why did this happen at this particular point in time and who is involved and w
