uniform. mr. speaker, this resolution highlights the damage that we have seen to the readiness of the united states army over nine years of continuing resolutions, sequestration and budget disfunction. i echo the remarks, let's change that and make this a new start and this year will be the year that we don't hold military hostage. we have done it here in the house and they can do it in the senate. take the bill, take it up and pass it. all these other arguments and discussions are important for the future of the nation and important for our economy, but we should not force our men and women in uniform to have to wait and watch not knowing whether or not we will be able to pass the bills they need, the funding that they need to continue to keep us safe. we did our jobs for fiscal year 2018, although we were too slow but we have appropriated the money. let's do it this year on time with sufficient funding and with a level of accountability and also the -- making sure that our men and women in uniform know that those funds are coming to them. it's going to take it more than a single year to get us out of the crisis we face, but we made a good start. we should come togethe
