the streets of our city or available in other places. we have some of the weakest gun safety regulations in the united states of america, from the common wealth of pennsylvania and they have blocked the city from taking further action. but, you know, those things are your things. people are engaged in crime and violence for a variety of reasons. there are some who actually don't want to be engaged in that life. in many instances have a previous criminal record or did not finish high school. the challenge there is how do we get more employers to take on our returning citizens and give them that second or possibly third chance? how do we make sure with proper funding and accountability that more of our young people are not only going to high school, graduating high school and then going on to atwo-year or four year college or university or career in technical education program? how do we get the federal program to reduce funding for job training and workforce development programs? people who are working don't have time to be engaged and involved in negative, violent activity out on our streets. it is really a combination of things. i would cert

[ applause ] and i'm the only veteran in the race. the time comes to talk to veterans inment has ham and across the united states of america they'll want to know if somebody on the republican ticket has had the experience of serving in uniform. well technically i wasn't overseas leading in uniform but leading up to it it was and serving overseas on behalf of our country. i went back to uva law school and eventually elected to be chief prosecutor, prosecuted cases, large staff also, then i was elected to be the attorney general of virginia, then the governor of virginia. the congress came to me and asked me to chair several major federal commissions. the one i think i'm most proud of was when i chaired the national commission on terrorism and weapons of mass destruction on behalf of the united states. we issued our reports and in 1999 we issued our first report and told the congress and the administration that a chance of an attack in the homeland of the united states was quite certain and that we had to do something to prepare and get a strategy. it was ignored of course and then in 2000 we issued a second reported and sai

the 20th, 2016,on the floor of the united states senate to acknowledge that today is the 35th anniversary of the return of 53 americans by the iranian government to the shores of the united states of america after their captivity for 444 days in iran. as the members of the senate will remember, they were the employees of the united states embassy in tehran who were brutally attacked, sent through mock executions, subjected to beatings, sunged to brainwashing, subjected to torture. and for 444 days they were out of communication with their loved ones, with our country. fortunately we successfully negotiated their release and on january 20 of 1980 -- 1981, they were released back to the united states. but that release included the execution of the algerian accords between the united states and the iranians which prohibited any hostage from suing the nation of iran for compensation for their captivity. since that release, many americans in the united states house and senate, including myself, have worked hard to try and right that wrong and i'm very pleased to acknowledge that on the passage of the omnibus in december, we were able to secure funding to be able to compensate those hostages as
