as you know, the agriculture outlook forum is really usda's highlight of the year in which we really talk about the state of the agriculture economy, both the bright spots, the tough spots, as well as the promise of the innovation that is coming here, and we are going to be doing some of that today. that is what i always find so exciting about the agricultural outlook forum is we talk about the promise of u.s. agriculture, because i truly believe that we have the most innovative farmers and ranchers, scientists in agribusiness industry in the world. this year's theme is growing locally and selling globally. so it is fitting we will be discussing quite a bit on trade here at the agricultural outlook forum. we will be starting out this morning right away talking about the u.s.-mexico-an agreement -- mexico-canada agreement. we're pleased to have with us secretaryriculture sonny perdue along with the canadian minister lawrence mcauley as well as the mexican secretary of agriculture viktor villa-lobos. they will be talking about the uscma and what it means. we cannot talk about trade and

so, the state of california at the request of the usda issued early. now we have the government open 'til february 15th, and so as we get close to that date, if there's no resolution to the budget, the impending budget shutdown, we will probably have to issue food stamps benefits early again, which actually doesn't have a fiscal impact on the agency, but it's bad for our clients. when you, when they get a monthly benefit, two weeks or three weeks early then it's got to stretch out over a longer period of time, which is confusing. that is not an issue at the present time for most daas clients, or any daas clients, really. it will become one as we move into, into the next fiscal year, i'll explain why in a moment. and then there's another federal issue that is also in another part of the h.s.a., but actually has a fairly significant fiscal impact in the long run, and that's the end of what we call the 4e waiver, i won't go into detail what it is, except it's a child welfare financing mechanism that ends on september 30th of 2019 and it has delivered to us
