the va initially adopted d.o. d standards, they could have avoided the $10-$12 million failure of faves on. the va eventually did reach out and adopt some dod standards but it appeared that development of its own standards was largely duplicated and wasteful. the va began phase ii in september 2014 with changes based on lessons learned from phase i. these changes included the va hiring its own dog trainers to provide support to veterans throughout the study, incorporating dod veterinary standards and moving the study from one site in tampa florida to three separate sites in orlando, atlanta and iowa city. the va is meeting only half of its recruiting goal of 12 veterans for the study. similar issues echoed in the 2010 report. this this problem is not based on a shortage of veterans but instead on the va's problems filling dog trainer positions and the alleged complexity of the study. the va is struggling to pair veterans with service dogs, other organizations are attempting to fill the void. the committee has spoke

how did you get prescribed by the va? >> well again, trinity when i took the post-deployment health assessment which was the preliminary, what they give you, i'm give you, i'm not sure that timeline but there is a timeline that the va is required to give that once you return stateside. i then went to a va facility in fort worth, and tried to use their system. i eventually met with a psychologist at the the hospital in fort worth and was prescribed the sleep aids and antidepressants. >> why did they do that? wawas it because of your sympto? >> correct. when i returned i was suffering from recurring nightmares and i would have a cute anxiety attacks. i also just do difficulty with close interpersonal relationships. as i've mentioned previously, one of the side effects that goes largely unnoticed as result of post-traumatic stress, there's a high divorce rate amongst military members. but that also have affected me. it was at the direct cause of the divorce but it definitely did not help in any way, shape, or form. so it was

yet in the 11 years since va continues to blame wait time manipulation on the very same cause. a control over which va has complete control, secretary mcdonnell has repeatedly ask we allow him to run va like a business. if an executive running a company used the same excuse to explain away 11 years of problems in a row, with no change to show for it, that individual would be out of a job. not at va despite years of reports of confirming systemic issues the department has successfully fired just four people. for wait time manipulation while letting the bulk of those behind its nationwide delays and cares scandal off with no discipline or very weak slaps on the wrist. another issue regarding accountability is how va continues to ignore retaliation against the whistle blowers we have relied on for the information our committee has acted on. the committee has asked va for all adverse actions where an employee was disciplined for retaliation against a whistle blower. va provided our committee a list showing that as of march 15th of 2016, six individuals were disciplined for whistle b

mary: he begins in politics and he serves locally but he serves in the va legislature and it's during those years that he becomes friends with thomas jefferson and also becomes very much antagonistic to people like patrick henry and the lees in virginia. he begins to dislike the virginia legislature. he felt that the virginia legislature was counter to national interest. madison is part of a group of people who want the government to move towards national stronger power and want to be respected by the union countries and pay the soldiers off and want commercial regulation and want all sorts of things and see the va legislature and other state legislature as working against those interests solely for the sort of individual interests of each state. brian: i don't know whether you directly do this, but i get the impression that george washington and hamilton are one side and madison and jefferson are on the other side. i'm not sure that's right. what is the difference between hamilton and jefferson and hamilton, what they think. mary: madison, washington and hamilton are on the same side
