valley, east bay locations into the santa clara valley. we have it widespread, san jose, down into morgan hill as well as gilroy. campbell, cupertino, sunnyvale included in this as well. let's take a look at the temperatures. a degrees in santa rosa -- 45 degrees in santa rosa. 49 in san francisco. oakland 53. this is one of the warmer locations. oakland expected to top out in the low 50s for the second half of the day. we'll be right about 52 degrees at 3:00 and then settling into the evening hours, partly cloudy skies and then cooling back into the 40s by the early evening hours. for the afternoon today, again, temperatures anywhere from 2 to 4 degrees warmer than yesterday. it may be hard to tell for some but with each passing day, it will get better. low 50s around the region. for the north bay. along the peninsula. 53 for san francisco. low 50s for livermore. 54 in san jose. mid-50s for santa cruz. your extended forecast here, bay area weekend always in view. temperatures continuing to climb. we'll finally get back in the upper 50s, lo

chilly temperatures early on in the valleys. by the afternoon partly cloudy, hazy sunshine, and then some more clouds come our way and much colder weather toward the next few days. high pressure holding on for one last day and this cold air already creeping into far northern california plunging into the bay area later on this evening and into tomorrow. temperature-wise still some 60s into the central valley. showers to the north only 53 degrees in eureka and 64 with some showers into redding. computer models showing some clouds beginning to work their way toward the bay area and then toward the evening hours, that will start to thicken it up t yeah, we have some of that cold air coming in our direction. the temperatures will stay cool. 66 san jose. 62 in pacifica. numbers in the east bay well into the 60s and then inside the bay you will see 60s, as well. so the next couple of days changes in the works much colder air coming our way slight chance of showers but i think the big story will be the coal temperatures not only tomorrow

tva had harnessed the valley's great flood waters. other hand, utility companies continued to claim that the tva was an element of creeping socialism. we asked economic analyst richard gill how economists determine the extent of government involvement in a free-market society. even economists most devoted inhe pnciplecentury, of a private market economy have recognized that certain areas virtually require government interventio the tva project of the 1930s had many different aspects. it provided what economists call "a public good"-- a good that has to be provided collectively or not at all. i'm speaking of the flood control and navigation improvements made possible by the tva dams. these improvements were in the interests of society, but they would not have been in the interests of private businesses. the benefit of flood and navigaon control was spread over the entire region and not limited to a few paying customers. flood control protects thousands of people in the region and thousands more who may move in afr the dams are built. w

this is from the santa maria valley. one santa i want coming to my house. >> is it dry? >> it has beautiful pineapple nuances and crisp apple tones. there's a seaside proximity. it's 18 miles in from the ocean so the grapes are kissed with this mist. it's so festive and beautiful. >> we have so many different things on our menu. somebody usually has some sort of seafood. what goes with the crab balls? >> with the crab balls i love to have the harford chardonnay. there are four families it's attributable to. you have seaside influence but you have golden delicious apple and pear nuances. it's beautiful, bright. >> you have a white with the crab meat but with the salmon you have a red. >> you can go either way. if you're someone is like i just want to have any chardonnay, go ahead. either will do or you can go to the pinot noir. it's at the lands edge so again you have mineralty. you have some beautiful berry notes. believe it or not, the integral pairing is sublime. it's totally perfect, really marvelous. >> to the meat o

unsurprisingly the state of silicon valley where mr. aper would live would have its own new laws and regulations and a very enviable tax base. >> and this has no prayer or does it. >> it needs to get on the ballot. it needs 800,000 signatures to do that. in 2012, to get those same number of signatures, folks spent 2.7 million to $8.9 million. and he hasn't said if he's going to fund this or not. let's assume it's on the ballot in 2014. and let's assume that voters go for it. it then has to be cleared by the united states congress. and you can imagine the reception one might get if you go to washington dc and say hey, we'd like ten new senate seats and we'd like you to give them to us in california. that would be very chilly. that would be a very tough sell even for a democrat. so this all seems very unlike country and the bank role obviously a huge problem. but why is he going forward with this? >> it's hard to say it's a stunt or whether or not he thinks he has a chance. in the other 49 states, members of the state assembly represent 50

update we have issued a $7.4 million lateral order to keep the contractor working on that side of the valley and to prevent us from accumulating any major delays on the project. we anticipate getting a proposal from the contractor for addressing these new conditions by the end of the year. we'll then probably need a couple months to negotiate that change order. so our goal is to have a finalized change order by march of 2014. i also mentioned in that last briefing that there are still some major risk in that project. deescalation rated risk should expired by 2014. however foundation grouting won't go away until 2015. we have some of the borrowed site material, the quality of the material and whether it's adequate for the hard rock fill into enter natural -- internal filter of the new dam and that won't expire until 2017 and the natural occur asbestos. a little while to go on this project, certainly. construction of the ifrg ton tunnel is now scheduled to complete. i told you about the second segment of the tunnel. the installation of the internal pipeline is to begin later in november. we ar
