in our little state, we're stretched to the limit. vermont moved immediately -- i mean as the rain stopped, we had crews in there working to repair things. we didn't wait for anybody else. we started moving neighbors, helping neighbors. our state and local governments working. our national guard, red cross, everybody working. but we do need federal disaster recovery loans and grants to help those whose lives were upturned by irene. federal disaster recovery aid has always been available to other states after something like this. we need it now in vermont. and this bill is an essential part of the work that congress should be doing in response to major events like irene and the apparent pulling together as a nation to heal these wounds. the senate -- the presiding officer will recall when we reconvened after labor day, those of us on appropriations worked on this bill and other disaster relief legislation have been top priorities for vermont and for many other states. many other committees were involved. certainly the vermont delegation worked

speaker, saved its greatest fury to the end when it descended upon vermont. it was the biggest damaging storm that we have had in 100 years. we lost 700 homes of hardworking vermonters. many of whom had no flood insurance. 260 roads and 30 bridges were impassable. 13 communities were entirely cut off. the good news was that the vermont response was extraordinary. people came together. they started a school on the town green when they were in pittsfield unable to go north or south because the road was cut off. when the main atery was reopened so school buses could pass but they couldn't get out on their roads, they got their chain sauce out and cut a half mile path to the woods so kids could get to school. that's the kind of spirit that we find in our district. and i'm very proud in vermont and our colleagues are as well. mr. speaker, i also want to express a statement of gratitude. i have had the opportunity to visit with mr. rogers. i have had the opportunity to visit with mr. latham. with mr. olver, mr. kingston, with mr. dicks, with mr. cantor. where they h

who ever knew vermont would get struck bay hurricane? and on the ground in joplin, missouri, 14 hours after the tornado went through there. and i was in tuscaloosa, alabama, smithville. mississippi. northern georgia, all affected by the tornadoes. and up in north dakota from the floods. and when i was flying over north dakota, had the opportunity with the general and a couple congressmen. and as we're flying over, and it was just cresting. in looking at the damages, the general is explaining how many homes and businesses were damaged. in sort of a side mentioned we've really done a good job and haven't lost any lives and working hard, and we saved the school and did this and did that. later i went and talked to the mayor and governor and police, fire, e.m.s. folks and chiefs and command staffs and a lot of people that had been working on fighting the flood in north dakota for literally -- much longer, but this part of it for two weeks. and sometimes i think we miss things and we forget things. but for total devastation, they did not lose one life.
