the situation with the boston marathon bombing team based in washington headed to the scene, what does that tell you about the severity of what happened at the washington navy yard this morning? >> i can tell you that that special response team has been on the scene for about an hour now already. it is a pretty severe situation, obviously. anytime our special response team is activated, it is only done so when there are violent criminals involved. >> continue, because i've worked with that special response team. they are there because they deal with the things that the local s.w.a.t. team, for instance, would not. >> they're highly trained individuals, and it's a team -- we have a total of five teams across the united states which make up about 145 full-time and part-time personnel. they're trained tactical operators who are, you know, trained in mechanical breaching, hostage rescue. we have a crisis negotiator, and in addition, there's also a special special response that also travels with each team. >> as you see the images out of washington, d.c., is it your opinion we're looking at an active shooter scene? an active scene and not necessarily a crime sce

eastern time at the washington navy yard. because of a large confluence of law enforcement agencies, there was a huge response, first to get a perimeter around and then find out where the shooting was happening and get it stopped. now, most of the shots were fired relatively early on in this process. that had wounded and killed people. but, as you heard the police chief say, rather cryptically, reason to believe there were two other shooters. we're told that that evidence is in part surveillance video, that at least one man, a man she described as a white man in a khaki uniform. you see that person leave the frame and that western -- not clear whether the person was shoot inging at the victim or - based on this video, and eyewitness reports, that's why they're looking at the possibility, i guess the best way to say it is, investigating the possibility that there could be other people involved. as for the person suspected of firing the majority of the shoots inside building 197, at the washington navy yard, that person is dead.

thousands of workers at the washington navy yard were ordered to remain in the office building while the crime sen scene was investigated. the tragedy began to unfold just before 8:30 monday morning with reports that a man had opened fire inside the heavily secured washington navy yard building number 197 a workplace for nearly 3,000. police say aaron alexis allegedly shot many of his victims from an overlook on the third or fourth floor of the building firing into an atrium with a semiautomatic rifle, sources say, alexis was e essentially a sniper able to easily target his victims. some of those killed have now been identified.

the u.s. navy yard in washington, d.c., i'm carol costello. >> and i'm john berman. ou through the latest details to emerge from the deadly rampage here and questions wants answered. how did a man with a violent past get clearance into such a sensitive military site? >> now the victims are being honored. in a few minutes you'll see a few pictures. chuck hagel and senior members of the military are taking part in the wreath laying ceremony, just blocks where the 12 were shot and killed on monday. let's listen. the wreath laying hasn't quite started yet, but i want a bit more of an explanation so let's bring in our pentagon correspondent barbara starr. barbara, tell us who's taking part and what we'll see. >> good morning to both of you. this is the navy memorial downtown. defense secretary chuck hagel, the chairman of the joint chief fz staff, general martin demp y dempsey, the chief of naval operations will all gather as secretary hagel lays a wreath. washington will pause for a moment to remember the victims of this masses shooting. the military lain into place many

the u.s. navy that goes on here in washington. e north a major port city but navy officials and executives are here and the folks that die lot of the raising of the funds to build the u.s. navy's capabilities around the world. we have a little bit of more information from wrc, the nbc affiliate. four people are shot. at least one officer is down. he or she was shot in both legs. they are calling this an active police scene right now. they are saying it is in the 1,000 block of isaac hull avenue southeast. that's in the southeast washington, d.c. the van ness elementary school nearby is on lockdown. the montgomery county s.w.a.t. team is on the way, montgomery county, maryland. that's significantly north of washington, d.c. additional s.w.a.t. presence is being rushed to the scene right now, carl. obviously, this is a situation where they feel like they need a little bit of extra backup. to recap, four people shot now. wrc is reporting at least one officer down. that officer was shot in both legs, carl. >> thank you very much. as he

jim worked in the navy yard for five years and joins us live now from washington, d.c. m, the navy yard is a secure military compound. how was it left so vulnerable to a shooting rampage? >> well, this is the dichotomy of military installations. they're very secure. he gotten on the facility without showing a badge either as a pedestrian or driving a car, he had to have the vehicle properly registered to the department of defense, and then he would have had to have shown his badge to get into the building. there's a certain level of trust on military installations where if you're there, you're part of the national security apparatus and doing a job, supposed to be protecting the nation. >> since he had security clearance, is there anything that could have been done to prevent this. >> that's the $64 million question. there are possibilities of putting x-ray machines or things of that nature at the security check points either to get in on the facility or to the building, building 197, where the incident occurred, but, you know, that's part of the problem. we can never re

[ static warbles ] >>> the mass shootling at the washington navyard is drawing new attention to the role of mental health. the mental health system in trying to prevent such violence. we've seen them before. in newtown, connecticut, and now aaron alexis in washington. troubled young men who gave warning signs but apparently fell through cracks in what some say is a flawed system. a report from our chief medical editor, dr. nancy snyderman. >> reporter: aaron alexis had violent outbursts and told police he had anger management issues as far back as nine years but was never formally diagnosed with a mental illness. the navy contractor showed signs of a psychiatric disorder. >> this has gone undetected and untreated until finally, it pushed them to this violent behavior. >> reporter: one of the most recent signs, last month alexis told police in newport, rhode island, he heard voices talking to him through walls, floor and ceiling of the hotel room and could not fall asleep. the police said they sent the report to the newport naval base. but pentagon

the u.s. navy, which is open to the public, and it is nestled in the heart of washington, d.c. the navy yard is two subway stops and less than two miles away from the u.s. capitol building, right next to where the washington nationals baseball team plays. that home game there tonight has been rescheduled for tomorrow because the stadium is so close to where this happened. this was an attack on a military headquarters. this was an attack on the headquarters of the naval sea systems command. but this was not removed from civilian life. this happened in the middle of a major u.s. city. some of the victims today were taken to washington hospital center, which has a very well regarded trauma center. because of the toll of gun violence in the civilian streets of washington, d.c., washington hospital center has extensive, extensive experience treating gunshot wounds, so much so that army physicians and navy physicians train at washington hospital center to ramp up their gunshot treatment skills before they deploy into combat zone. the chief medical officer for that facility acknowledge

the official u.s. navy twitter account put out a tweet saying that the shelter in place order remains in place here at the washingtonavy yard and now that is interesting because the police presence where we are, which is about five blocks away outside the security perimeter, this police presence here has really lessened in intensity over the past i would say hour or so but the navy saying that the shelter in place is still in effect for those people who are inside the navy yard which is behind us. now meanwhile we had an opportunity to catch up with a naval officer who said he witnessed some of the horrific scenes from this morning. take a listen to that. >> we heard what sounded like a pop gun or gun shots going off in the building but like far away like it wasn't close to us. a couple minutes later somebody was running through the hallways telling everybody to get out of the building. after that the fire alarms in the building went off which is the automatic way to evacuate the building. and so i work up in the safety section part of our job is to make sure everybody gets out of the fire exits and to the right sid
