i voted my conscience as i understood the law without the persuasion of the "washington post" and others. i voted as i understood the law. i did not want adams seated. but under the constitution as i understand it, congress did not have the right to exclude him for the reason they set forth. i was one of only 13 republicans who voted to seat adam clayton powell purely on constitutional grounds. only one of 13. i may be one of less than that tonight. who cares. i am doing this away i think it should be done. this is the way i believe i pledged my oath of office. although there were only 13 republicans who voted to seat adams, the supreme court said only 13 republicans were correct because they were first to congress and seated adams. now for the first time in my life, i have to judge a republican, a man who holds the most powerful office in the world. make no mistake about that. i look back over history and try to judge what i should do here. this is the most important thing i shall ever do in my life, and i know it. far more important than whatever happens to me as a result of this vote.
