christie smith is live at the west oakland bart station which is serving as kind of a bus transition hub this morning. good morning. >> reporter: good morning to you. i have to tell you within the last 20 minutes or so buses have lined up here at the west oakland bart station. bart decided to double the number of charter buses from 18 to 36 today. yesterday they had a total of 58 at all of their stations involved. we did choose video from freemont yesterday where people lined up very early to get into san francisco. the buses can only carry so many people. bart carries about 400,000 people each day. the charter buses can only carry a few thousand. a passenger said the charter buses, she is thankful for them but it still takes a long time to get to work. >> reporter: what time would you get up to go to work? >> usually i get up at 4:30. i came here at 4:30. >> reporter: the bus takes you an hour. >> yeah. >> reporter: now, the charter buses are running from four other stations. a round trip tickets are first come first serve so passengers need the ticket to get back home in the evening

kron four's will tran is live from the west oakland bart station with the latest on the negotiations.e's video from the last strike at happened earlier this month. ac transit did not go on strike. up is a bart strike happens the second time it could be devastating because we are in the full summer slate. i have to tell you they meet on saturday it did not reach a settlement. even though not we are officially one week away from a bart strike. they are not meeting today. instead there are meeting on tuesday and are missing out on monday. of what people are frustrated because after the first couple of days of the strike, they went back to the bargaining table. it's pretty much been at the three weeks of state went back to the bargaining table and still no settlement. a couple moments ago and a guy came up to mate. he is cnn member and he said he is very upset with his own union for not coming up with a settlement. there are no closer to reaching an agreement than they were a couple of weeks ago. we would just have to monitor this situation. we are here at the west oakland bart station. b

and i think there may be one or two commuters sitting around the west oakland bart station this morning. west oakland would basically be the last station from the east bay before san francisco. it makes sense that on day two of this strike this is where bart has decided to double the number of charter buses thaterate coming and going between the east bay and san francisco. in about 30 minutes we are going to be 36 buses instead of the 18 that bart had on the first day of the strike. for riders trying to get to the south bay many used vta buses at the free mont bart station because it is the closest one. there was confusion because instead of hopping on the bus at the terminal they had to go across the street. this led to confusion and delays. kind of goes with the territory during a huge strike like this when you take out bart. >> when you take them out of their environment at bart where they are used to go they don't know where to go. i help them the best i can. >> reporter: the charter buses run at four other stations including walnut creek, pleasanton and freemont. round trip tickets

ktvu's tara moriarty is at the west oakland b.a.r.t. ion right now where the train service comes back this afternoon. tara? >> reporter: yeah, but the -- the bus shuttle service is in effect right now. it's been pretty dead. the commute, pretty much nonexistent right now because a lot of these buses are being seen leave and they don't have anyone in them. but for the first time this week you can see the lights are on inside the b.a.r.t. station. the trains should be rolling out of here by 3:00 this afternoon. passengers gonna feel some relief right now. you can see relief on the faces of b.a.r.t. management. union leaders seem pretty frustrating. one union president said on a scale of one to ten, ten being the closest to striking a deal, they were still at a three. there's still time. the state meditators gave time for both sides to work out a deal in the next 30 days but then after that, the b.a.r.t. strike could resume. >> b.a.r.t. needs to understand 30 days is all it is. we don't want to hold the public hostage. we expect b.a.r.t. to

at the west oakland station. there are nonunion bart employees helping commuters get on the buses. asking them how it's been going on. we spoke to one commuter about how her trip was yesterday. this is what she said this morning. >> it was my first time yesterday. it's pretty smooth leaving from fremont until we -- i waited ever i had to figure out my way to work after i got off the shuttle. >> reporter: the first bus took off here from the fremont station in the last 15 minutes. the others are waiting for more passengers. as soon as those drivers are dropping off people until west oakland they are coming to drop off more passengers. here. they said for the past two days it has been taking them two hours to get from fremont all the way into the city. as far as the trip back, it's taking about the same amount of time between the hour scene ha half to two hours. so for the trip back, those buses are leaving from san francisco starting at 3:00 p.m. all the way until 7:00 p.m.. we will continue to monitorth station situation. but again as you can see there are visit whichly no lines he

the stations where you can grab a shuttle. they have added a location. can you now pick up a bus in west oakland at bstation on 7th street. that is new. you can still grab a round-trip ride at the other four stations that were available yesterday. in west oakland you can grab one between 5:00 and 9:00 and the overstates are available between 5:00 and 8:00 a free round trip, free parking at the station and we covered it yesterday in walnut creek and it went smoothly all morning. there were plenty of seats. this morning, we decided to check out the dublin/pleasanton with one commuter saying he left here on the bus year at 5:00 in the morning and he got to san francisco at 6:15 and said it was so easy he is doing it again today. bart officials say they do not want everyone to count on this. if you can work at home they suggest you do that. the buses are helpful but they cannot carry the same led they are carrying on the trains each day. >> let's check with abc7 news reporter at the bay bridge toll plaza. cornell? >> a lot commuters are getting a jump on the commute. we are seeing a lot of traffic. we have been seeing large nu
