the coming weeks. taking a live look over oakland where it was quiet last night, but it was a different story earlier in the day. a demonstration at the west oakland b.a.r.t. station shut down all travel through the transbay tube for two hours. anyone who needed to travel on b.a.r.t. couldn't. protesters chained themselves in a line from a bench inside the west oakland station to a pole inside a b.a.r.t. car. their goal was to last four hours to represent the time michael brown's body was left in the street after he was killed. b.a.r.t. riders frustrated by having to use a bus bridge say they didn't see a connection between demonstrating for human rights and shutting down transportation for thousands of people. in the end, police arrested 14 protesters. in ferguson, 15 people were arrested on the fifth night of protests. confrontations between protesters and police got heated, but most of the arrests were made for illegally blocking traffic. community members cleaned up as major retailers remained closed, but protected by authorities. missouri governor jay nixon thanked the state guard and patrol members who stayed during the thanksgiving

they took over the west oakland station this morning interlocking arms and forming a human chain. it hit the brakes on all bart traffic through the transbay tunnel and created a mess that lasted for hours. christin ayers was with the protestors as cops finally cuffed them. christin. >> reporter: the bart station was shut down for a full two hours before police actually arrested them. the pictures were dramatic. we saw 25 people who showed up to the west oakland bart station chanting. they changed themselves to each other and to trains headed in both directions bringing transbay service to a standstill. one protestor chained his neck to a pole with a bike lock. the protestors were arrested after a couple of hours. 14 were taken to a holding cell at lake merritt station. it was there that the protestors told us why they did this. >> we shut down commerce on black friday to say that black lives matter. >> the country runs on money. if you shut down business, you have to listen to us. >> reporter: after the arrest transbay service picked back up west oakland bart remained shut down for

it's centered around the west oakland stop right before the transbay tube. nsbay tube west oakland into san francisco they are doing some tracking sections and that's what's causing the slight delay of 10 to 15 minutes. but if you have to catch your flight you have to be there on time, again that could be a problem at this time of the morning. ace train 1 by the way is still behind schedule about 5 minutes. that's all your mass transit issues right there. now we'll hit the roads and we'll show that you it is kind of unusually slow right now between hacienda and foothill. they were doing some roadwork overnight, they had three left lanes blocked. they were scheduled to wrap this up about 15 minutes ago, but we're still seeing an unusual amount of slowdowns in the area. so i think they are kind of late to pick it up. so if you are not used to any traffic at this time of the morning coming through pleasanton, you may hit an unfortunate surprise and the drive time is already up to about 22 minutes from the altamont pass. and we are seeing the usual slowdowns out

this prompted by what happened to a veteran employee at the postal processing center in west oakland. coworkers found him on the ground, bleeding from the mouth in urgent need of medical care. but instead of calling 911, they followed the facility protocol, which was to call on-site postal police officers. it took up to 53 minutes between the time witnesses said they first saw sam to the time the postal police called 911. sources told us they had been repeatedly instructed not to call 911, and to find a supervisor instead. as we uncovered, the policy itself in west oakland says, quote, only postal police are to initiate the 911 procedure. we've reached out to the national usps, but no one has returned our e-mails or our calls on this issue. meanwhile, oakland officials say they are revising their 911 policy, and when that happens, we will let you know. raj, jess, back to you. >> okay, thank you very much, vicky. well, a call to conserve water in the south bay is about to get a little longer and last a little longer, too. nbc bay area's marianne favro is live at the santa clara water d
