kelly has details about stiffer fines. >>> well the west oakland park station is the most expensive station in the system to park in its $220 for a parking permit for the month. officials want to make sure that people that spend it get what they pay for and that means cracking down on people that park illegally or park without paying in their station parking lot. starting today the fees will go up for people that park illegally. if you are in a daily spot you will face a $55 fine an increase of $20. also going up the fine for people that park illegally in spaces that require special permits. that fine is $75 up from 40. repeat offenders that rack up 9 citations face an additional $100 penalty and ten or more it is $150. we spoke with one bart rider that parks at the bart station and thinks the extra fees are a good idea because it is getting tougher to find a parking spot. >> if it wasn't the new year i would be here at 6 to get parking and i go to work at 8. that says what it is. >> this is the first time since 2008 that the fines for parking illegally at batter stations have gone up. bart

oakland's minimum wage went up 31 cents. >>> let's check in with ally, because b.a.r.t. is recovering from delays this morning because of a power problem. you're at the west b.a.r.t. station. what happened? >> reporter: well, these delays were affecting three lines. we're at the west oakland part station, because both of those lines pass through this year. it is the nontraditional route, but the impact was about 30 to 40-minute delays. however, b.a.r.t. said the system is now recovering. we have just heard back from pg & e about what caused these delays if the first lace. turns out there was a power outage reported around 3:50 this morning. about an hour ago, the prior was reconnected to the b.a.r.t. system in daily city. that's where the power -- this problem original nateed, the daily city b.a.r.t. because of that power outage. there's only 300 customers in this area that are still without power this morning. according to b.a.r.t., the system is recovering after those 30 to 40-minute delays caused by that power outage. this delay was affecting the dublin, pressenton, and bay port lines. we have see no evidence app evidence of it causing any lingering pr

bart is cracking down on drivers to park illegally at a parking garage. >> the west oakland park is the most expensive the station to park in. it is $220 for monthly parking permit here. officials want to make sure people who spend that amount of money get with a pay for and that means cracking down on people who park illegally or park without paying in their they station parking lot. starting today the fees are to go up for people who park illegally. if you're caught parking in a daily spot without paying you will face a 55-dollar fine that's an increase of $20. also going up the fine for people who park illegally in spaces that require special permits. that fine is now $75 up from 40. repeat offenders who rack up five to nine -- five tonight tickets reach an additional penalty. one man who park to regulate thinks this is a good idea because it's getting tougher to find a spot here. >> this is the first time since 2008 the finds the parking illegally has gone up. officials raised the amount because they said many people were doing the math and figuring out that paying a $35 fee was a s
