[ applause ] when i spoke about our jobs goal more than four years ago, i also made a pledge to help the people of wisconsin create 10,000 new businesses by 2015. tonight, i am proud to announce we exceeded that goal with nearly 13,000 new businesses created so far. [ applause ] this is a great sign for the future as thousands of new employers bring the potential of even more jobs. think about it, if each of these new ventures grew by 15 employees or more by next year, we would more than exceed our 250,000 jobs goal. new businesses, like 5-point fabrication in ashwaubenon and solomo technology in madison, will help us reach our goal. others are helping, too. during the past week, i visited hartford finishing in hartford to announce 94 new jobs. embedtek in hartland committed to creating up to 72 more jobs on friday. a & b process systems in stratford hired 50 more people over the past year and greenheck in schofield added 209 jobs since 2011. these are just the

currently, there are seven businesses in the program in wisconsin. we will fund an expansion of 20 more over the next three years. in addition, the state division of vocational rehabilitation currently serves more than 17,000 people. the recent law i signed at independent living resources in la crosse will help us serve an additional 6,000 individuals with disabilities. we will use the wisconsin fast forward program to provide training to people with disabilities to fill needs in key industries. [ applause ] all in all, we understand that for an economic recovery to be real, we cannot leave anyone behind. we are looking for new ways to help connect people looking for work to the skills they need to fill available jobs across the state. in addition to our tech colleges and our worker training programs, this means investing more in our k-12 schools. we support dual enrollment academies, like the new one at wctc, that allows high school seniors from eight school districts to take courses in information technology, tool & die, and welding/fabrication for

this is a felony in the state of wisconsin. the illegal campaign operation has already led to 15 felony convictions and three misdemeanors for six of walker's associates. how could he not know? walker has denied any involvement whatsoever in the illegal activities. in fact, he's the conservative hero. but wednesday's document dump tells a different story and it is raising big questions. ruth conniff of the progressive magazine points out walker was involved in the smallest of details of his campaign. one example shows a county staff e-mailing campaign advisers to how to respond to talk about taxes. walker personally responded and replied in this e-mail saying this is good. another e-mail shows walker telling staffers how to deal with questions about his chief of staff, tom nordeli's work history. walker wrote, even if it comes up, tom's answer would be short and pif fi. he should stop spending his time dreaming up political attacks with the service employees international union and start working on the county budget. that's walk

the ballot. what proof of that exists at this point in that state of wisconsin? >> well, in the state of wisconsin, in fact, the advancement project had a separate case that we're in the federal courts right now, where we showed that african-americans are 1.4 times more likely not to have the voter i.d. that's required. latinos are more likely 2.3 times more likely not to have the i.d., so we know that there are disparities, and we know this creates a barrier. we had one witness in our case that actually had to pay $2,000 in order to get a birth certificate. she's elderly african-american woman who was not born in a hospital, so if we're creating these kinds of barriers to voting, when we actually know there is no fraud to be solved, then we know that what this is really about is a partisan attempt to manipulate the vote and the outcomes. >> judith, that data is key in that you have many that say, listen, this is all made up by democrats to create a smoke and mirrors issue, when, in fact, you need an i.d. to fly, for example, and for so many other things, but you

the other thing that struck me is there's a polarized view in wisconsin. some think the act is great. they think it's really helped towns and school districts balance budgets and given them more flexibility. union leaders said, this has saved communities money, but it's done it on the backs of workers. several workers said as a result of this law, they're take-home pay has dropped 10, 12% because they're contributing more for their pensions and health coverage. they're take-home pay has dropped 10, 12% and they face wage fees. i think their effective page has dropped after inflation 15, 17%. >> going after these workers has not brought in a lot of new business to the state, which i think is a vital point in all of this. what effect do you think this is going to have on his reelection bid? >> it's really hard to say. the state is a very polarized state. it has a strong liberal left and a strong conservative right. i think a lot of taxpayers are happy that act 10 has helped their towns balance their budget and avoid tax increaseincreases. a lot of them have t

looking ahead, we have the opportunity to do even more good work for the people of wisconsin. again, i ask for your help and support. tonight, i propose a blueprint for prosperity to help provide more opportunities for the citizens of wisconsin. specifically, i ask you to work with me over the next few weeks to return the vast majority of the new surplus directly to the hard-working taxpayers of wisconsin and to add more than- [applause]-- $100 million to the state's rainy day fund. as it has over the past few years, lowering the tax burden will contribute to a stronger economy and a better fiscal situation in the future. our blueprint for prosperity will put more than $800 million back into the hands of the hard-working taxpayers all across the state through tax cuts and withholding changes. once passed, the total tax relief provided since i took office will be roughly $2 billion. the wisconsin national guard has responded to the incident and saying they are appalled by the offensivemments that appeared on this soldier's social media site, and has ordered an investigation into the matter. the instagram account where these pictures were posted have been taken down. >> a new report says that the state's two major political parties are losing ground as more voters are not say what party they side with. the secretary of state's office says the new 44% of the state's 17.6 million voters registered as democrats. that is down 1% from four years ago. republicans make up about 29 percent of registered voters, down 2%. voters with no party preference increased slightly to 21%. >> the san francisco international airport had the busiest year ever in 2013. a record-setting 45 million passengers passed through sfo last year. this is more than any other year in the airport's history. airport officials say it was the third year in a row that sfo broke his own record. the increase in traffic was mostly due to an expansion of the international service throughout 2013. international

these documents have the potential to do real damage to the wisconsin governor who's up for re-election this year, we have a reporter joining us to talk about what we know so far. scott walker's bad day comes on the heels of what had been a string of very good days for a man who's widely believed to be eyeing a run for the gop presidential nomination in 2016. scott walker is the one person with the most to gain from the scandals engulfing chris christie, who until recently was a front-runner for the gop nomination. you see, like chris christie, walker is beloved by big money donors who applaud his willingness to go after unions, and like chris christie, he has run successfully in a blue state, even surviving a recall election. in fact, if you're one of those 1%ers who wants to use your fortune to influence politics and you're looking for a general election friendly alternative to keep rand paul or ted cruz, the sudden fall of chris christie has left you taking a long hard look at scott walker. >> after all of chris christie's problems on the road, you talk to being republican money peop

the chair: the gentlelady from wisconsin reserves her time. for what purpose does -- do you seek recognition? mr. hensarling: i rise to oppose the amendment. the chair: the gentleman from texas is recognized. mr. hensarling: thank you, mr. chairman. i find this to be a most curious amendment from the gentlelady from wisconsin. and we do enjoy her participation on the committee. it is a curious amendment because if it is accepted, and i believe the house is going to pass it, then it says, the house is on record as saying we are going to do something but we just really didn't feel really good about it. in other words, her amendment does nothing to the underlying bill except a sentiment that says, we shouldn't have passed it in the first place. so, it's a curious, it's a curious amendment. i personally, and i don't think the house wants to be on record as saying that the cfpb has given us the fairest, safest markets robust capital in the world. i have no doubt that there are many good men and women who work there, they've done some important work.

so, will wisconsin be an economic model for the rest of the nation. joined by wisconsin governor scott walker who is out with a new book," iuninti m unintimidated." there's some new information about chris christie. do you have a thought on that? >> well as i've said in the past i've talked to chris the day he spoke for nearly two hours in front of the media pep told me the same thing in private that he told the public at that press conference. i have every reason to believe him and assuming that information remains i'll believe he's telling the truth. in terms of this new information today i don't know enough about it. i don't think any of us. >> do you think he should remain the head of the national republican governor's association? >> again, i think the information he told me as long as that continues to remain accurate which i have every reason to believe itsy have confidence in him just like i have confidence in other leaders like bobby jindal and others going forward. a lot has happened in the last few hours. we'll look at it closely. i don't se
