we believe that the work force projection, and really the aging of the work force, educate their is a significant demand for workers over the next 10 years. in terms of supplier availability, unemployment among san francisco resident construction workers and incumbent workers with low earnings signal an ample pool of president construction workers. in terms of local hire targets, currently 27% of the construction hours are going to san francisco residents on city and county projects via a good faith effort. there is a city pipeline to direct san francisco pipelines to jobs. initial local hire is 20 by%. that seems completely doable. the supply of workers could increase over time. the other aspect of moving people into these jobs is the pipeline. it seems that city built, the city construction workforce program, does provide the requisite infrastructure to support expanded local hire. in closing, our work certainly revealed that the mandatory nature in the inclusion of contractors incentives, and a number of other provisions in the proposed san francisco local hiring construction polic

i myself in the past have worked in construction, but i got out of the trains because of the lack of work. i do different work now, but i know plenty of people who have not been able to do that. they have not had the opportunity. they have not been blessed to transition. this is not about pitting worker against worker. for some unions to say that citybuild or ycd or abu are taking all the jobs from them is totally untrue and false. the fact is that because of the reports ms. lester did, 80% of the work is going to people outside of san francisco. that is not fair. we are talking about a fair distribution of the work between san francisco construction workers -- construction workers between san francisco and those who live outside of the city. this would make all of the difference in the world for our construction work force. i know plenty of people that are out of work, and journeymen and apprentices. we really support this. i think it will make a big difference for the people in bayview hunters point who suffer from the highest unemployment in the city, i believe. thank you. supervis

it is one of the most incredible works of art in the city, bar none. it is a huge mural of incredible works. >> the san francisco civic arts collection has been in existence since the turn of the century. it consists of everything from monument to golden gate park to market street, other works in the collection, from the wpa era, the quite tower, the works from the george washington high school. we have the contemporary education, where they depict some of the vocational arts that were taught at george washington high school. what is interesting is the artist's and corp. of some of the -- incorporation of some of the architectural elements. they used the speaker from the p a system as part of the design. on the opposite side of the library, we have a large fresco which depicts the academic subjects that were taught at the time. it serves as a foil to the other fresco in the library, we have academic subjects on one side, vocational subjects on the other, and result is the concept of a well-rounded education. additionally, what we plan to do is the acade

i am the owner and i have a tenant that is causing problems for me. always at work and calling the police, very destructive. he lived downstairs, under the stairs. he would go upstairs. i had to install cameras because he was destroying my property. one time i was working with an electrician and i left a letter on the front landing so that he could have access to the light fixture. when i got home a letter was not there. i asked him if he had seen the letter, he said that he did, it had disappeared. the reason that i hired the international game company to since i wrote -- install the gate for me, we knew what action had to be taken as far as permits. the gate is now situated, and there is one in the front also, it does not have a letter on both sides. you have to walk up the steps and it opens on for landing. the gate in the back is situated the same way. i do not like having it, to me it looks like a prison. it was installed because i was advised by the police to do that. they said that the way it was situated, he felt like it was open and that he could walk, that

before they even assemble onto the site, we work with them in multiple ways. we encourage the private contractor, the general, to hire lbe's. we say goes through your core work force and look at the folks who have been employed by your company. looking at the collective bargaining agreements, for example -- a carpentry company could look to see if they have hired any san francisco residents prior, and assign those individuals on to the project. it is assigning the core members they have worked with previously and assigning them to this work. ultimately, the other aspect we do is we work with contractors who are doing public court in san francisco to maximize the opportunities of bringing on apprentices onto a project site. all our public works projects currently by state law requires that, a maximum of 20% of the work hours should be performed by apprentices. we try to work with each of the contractors in order to maximize the opportunity. not all projects in san francisco have apprentices. if a contractor comes on board and only need four laborers or only need

we have seen through the cpmc process a lot of guess work. this has streamlined that project and will continue to move forward in the future. i want to thank all the commissioners for their hard work. supervisor campos: thank you very much. next speaker. >> my name is elizabeth ortega. i am here with the bernal heights neighborhood center. i am here to support the master plan. several weeks ago, there was testimony given here the represented desperation, paying, and fear, but you also heard a passion for justice and advocacy for a policy that would give the community a voice. this will insure that profits are not the driving force behind health care. opponents feel this legislation is being rushed without discussion, but the truth is that our families feel that there has been too much discussion, that their parents are waiting to long to see a doctor, that they are going into bankruptcy because they cannot pay for their medication. i ask these corporations to tell those people i work with every day, the youth that do not have access to as much

i'm also proud of the work of my office because the hard-working men and women of the san francisco d.a.'s office are responsible for the highest conviction rates that we have had in san francisco in over 15 years. in the last few years, we have sent twice as many serious felons to state prison as had occurred before. there was a charging rate for crime that were brought to my office of around 50% when i took office and now it is over 70%. it is because of the important and good collaboration that is taking place between the men and women of the san francisco district attorney's office and the men and women of the san francisco police department. i'm proud of the work that we did earlier this year, most specifically as one example of many cases that we have been prosecuting, where in the early part of 2010 we took several, in fact, nine gang members before the grand jury. we produced over 77 witnesses that discussed the crimes that they were responsible for committing, which include murder, attempted murder, robbery, illegal possession of guns. the grand jury returned the documents in t

under the state working conditions. currently, building trade workers are experiencing up to 35% unemployment, and in some cases, more. the fact that this redevelopment project is creating a brand new neighborhood for san francisco offers a once-in-a-lifetime opportunity to make a real difference for san franciscans. i will work closely with organizations like the treasure island home was development initiative, job corp and other agencies to provide economic opportunities for the formerly homeless, low-income, and economically disadvantaged. i would also work to insure that the current residents of t.i. are not displaced by the redevelopment project. and that arrangements are made to account for their return to new units as soon as possible. i would be dedicated to finding solutions to issues such as transportation and congested and the building of new on and off ramps for safety. over the years, i have sat on numerous committees and have taken a lead role as president or chairman in many of them. my experience on these
