it's good to see theresa in person. she was on the phone when the business community housing was going up and violating a number of city and county regulation. i had to zap them on that. tour -- you are to notify the neighborhood. i applied for shelter plus care in 1999. i was in my 50s. i did not get placed until 2005 due to lottery. so, just needed to tell you that. that's the way it works. i needed to bring to the attention on the mayor's office on housing that there needs to be oversight accountability and auditing. we have people dying in their apartments and not found for days because social services is too busy socializing than keeping track of people and frankly i'm sick and tired to hear from the clerk that the person is found dead or have the police next door because they missed a dialysis. you need to find out what the social services are doing and give them direction and audit them on what they are doing with the money. you spend the money on surround sound and spend the money makes mow sense and you need to

and so i want to just thank everyone for this collaboration, i know our human rights commission, theresa, is here, i know commissioner is here as well and all of the bay area to work together to utilize the resources that our justice department is offering. their guidance and leadership as well, and to note that it can happen to any group. if you've heard what we're trying to do here, i know other mayors across this bay area are trying to do, we're trying to unleash the talent and creativeness of all of our communities not to succumb to things that will suppress that talent and in order to do that, you've got to really erase these barriers that are created sometimes by our own ignorance and sometimes by what people think are playful things and yet they are very, very hurtful and they become worse and worse. so that's what lee hirsch's film was really all about. he's taken 5 families and he's documented it and yesterday over 3,000 of our students had a chance to view and many of them i think cried because they know it's happening in their own school site. and just because we get a label s

the staff and anne marie conroy for putting this together and us part of it and i will acknowledge theresa who works on my staff as chronic absteism and involved with the oakland school district and i partner with tony smith and this man brought innovation to the oakland school district which has a lot of challenges which he may go into. i won't. so i really echo what jeff said about soft or hard power but let me tell you from my standpoint. i have a nephew who was in school and was bullied and there were sexual overtones to it and the result is he left the school and i spent time working with the school and my district and it wasn't my area and educate them about what bullying meant and in the most heinous way described to them and it went no where and that gave me the lesson in life we have children that are in fear when they go to school so they don't go and my priority is to have safe schools and they can be educated and create their path to a successful future and it's a healthy environment and bullying prevents that for so many kids. when terreesa and i addressed issues around truanc
