theresa garcia, abc 7 news. >> theresa, thank you so much. the time now 6:32. it was a scary ending for a police chase spanning from the north bay to the east bay last night. this is where it ended at roosevelt street in richmond. all began when vallejo police were chasing a car at speeds of 100 mph. the car eventually crashed into a parked truck near roosevelt street and harbor way in richmond. the truck caught fire and flames spread to the building with six residential units on the upper floors. fortunately no one inside was hurt. firefighters put the fire out quickly and determined the building was damaged but safe enough for residents to return. the driver of the car is hospitalized for moderate injuries. police say he faces numerous charges. a female passenger was also detained. >> a newly released sketch may lead to a man who assaulted women near lake merritt. said to be in his twenties and 6 feet tall. both assaults happened sunday night near the lake. oakland police are urging women who walk or jog in the neighborhood to stay in well-lit areas, keep the

let's go to theresa garcia in san jose. good morning, theresa. >> good morning. san jose, the hot topic, an issue fueled by a massive july arson fire that called $15 million worth of damages at this school behind me where you can still see some lone pillars that mark where a building once stood. now, state lawmakers are reevaluating safety laws, also inspection standards at schools in response to the fire that destroyed parts of trace elementary in july. some say this amount of devastating damage wouldn't have happened if the school was fully outfitted with automatic fire detection systems. at a community meeting in san jose yesterday, lawmakers, fire and school officials met to discuss safety standards and this loophole that exempts schools from installing fire sprinklers and alarms in a remodelling project if it is locally funded. this obviously reduces building costs. they used this loophole when they remodelled trace elementary and figures showed this district got such exceptions for 64 school remodels between 2004 and 2008. now it's really up to lawmakers to

theresa garcia is live at the public utilities commission meeting in san francisco. theresa?> well, the proposed plan is to require customers to pay any of the costs not recoupable by those utility companies. but this morning a pg&e spokesperson confirmed the utility company will not put the san bruno explosion and fire into this category that would require the cost to be paid by the customers. so this morning here in san francisco the state public utilities commission began its first hearing into a proposal that would require customers to pay all costs of wildfire damages that exceed a utility's insurance coverage. the proposal was introduced last year by the state's three major utility companies, southern california edison, pg&e and the san diego gas and electric company. it was submitted in response to the massive wild fires in san diego county in 2007. the utilities say it needs to be able to recoup costs from consumers because disaster insurance has become more expensive. premiums increased 300% after those 2007 fires. insurance companies are not willing to insure for as

theresa garcia is live at trays elementary with the latest. theresa? >> that fire caused $15 million worth of damages destroying 16 classrooms, four offices and a library media center. behind me you can see some lone pillars where one of the buildings once stood. there are some who say this amount of devastating damage didn't have to happen if the school was fully outfitted with automatic fire detection systems. now, in response to the massive arson fire that destroyed parts of trace elementary in july, state lawmakers are reevaluating fire safety laws at the schools. they gathered at a community meeting in san jose discussing safety issues and a loophole that exempts schools from installing those fire systems only if it's locally funded. the san jose unified school district applied for that exception when it remodelled trace elementary. the figures showed this district got such exceptions for 63 school remodels from 2004 to 2008. the parents of trace students think the district is playing russian roulette by using the loophole and only meeting the min

i'm theresa garcia. a san jose police officer who intended to scare a teenager has the department's top brass rewriting the code of conduct for officers who get involved with people they know. it all began with a fake arrest that was recorded on cellphone video. it ledded to a police department internal investigation, plus a district attorney's investigation. abc 7's lisa amin gulezian shows us the video but the case involved juveniles so we blurred out faces to protect identities. >> growing up being in high school. cop's daughter not the one to mess around with. >> the father of a 15-year-old boy accused of having sex with a san jose police officer's stepdaughter secretly to this cellphone video on august 30th. he gave it to our media partner, the san jose mercury news. and we showed it to the independent police officer. the judge couldn't comment directly because she's looking into all the allegations. but she did pinpoint two policies listed in the department's duty manual that should be scrutinized.
