they know that there is something special and magical about this city and this region. and that is why we are here. that is why i am here. and i am grateful that you are here. i am grateful for the extraordinary contribution of the people from mexico and central america. i think that this is interesting and appropriate to notice that san francisco county has the distinction as it relates to the latino community that is unique among the 58 counties. we have more latino representatives. -- >> this is not the case with the other counties. we have these in el salvador and nicaragua, as well as mexico. not everybody understands this and we are celebrating this remarkable collection. the city of san francisco took the lead as the city of refuge after the civil wars in the 1980's. we established, firmly, the foundation that marks so much of what makes this city a special place. it is mocked by those who do not understand and who did not want to understand, and this is trivialized by political campaigns and this should not be diminished by sound bites and in political campaigns

this is a big deal. there is no city anywhere in the world that was given a designation to have a separate celebration of sorts in concert with the shanghai 2010 expo. this is a big deal. but san francisco was afforded that privilege and that honor, again because we recognized the importance of that relationship. at the end of the day, that is truly what we are celebrating with this remarkable piece of art. thank you to all of you that took the time to come out here, particularly these kids. this is what it is all about, those young artists. a bow. well done. if ever there was a symbol of how this great city takes care of its family, it is this building. i want to say thank-you to mitch katz, who at as the mayor has said is the best of the best. he is a remarkable leader for the city. under challenging times, he manages a health-care city -- a health care center with great grace. thank you again. to the great city family, to the board of supervisors, to my colleagues in the state legislature,, it is a thrill to be with you. to. cutler, who is here representing the wonderful residence. we are thrilled you have this beautiful home in which to live. this is really full circle. laguna honda was first challenged because it was seismically unsafe. it was the unchallenged because it had 30 person wards, and that was unacceptable. and so the work again. we said "yes we can," and now we say yes we did. we transform laguna honda into a remarkable long-term care facility for the residents of this great city. i was really privileged to be able to carry legislation. it was not easy, but we did come up with 200 million more dollars to put into this

i would argue important this nationn francisco has now achieved a 77% diversion rate, the highest in america. no big city can lay claim to diverting that much of their waste, and that is why that composting requirement was so important. this is why our efforts to consumption and distribution and the like of plastic water bottles is so important. it is because we want to reduce that waste going into the landfill. we want to reduce the burden on our environment. we want to create jobs. the folks on the line behind me and above me, those are folks that have employment because of these programs. we have added over 118 people in the last couple of years to the roles of the employed in these green collar jobs because of the recycling and composting programs. we actually created economic stimulus by building facilities like this and putting people to work to do that job. ball the folks out here in the hard hats are also supported by people in the office is doing the processing, doing accounting, doing the bookkeeping, so there is a multiple in terms of jobs that are created because of programs like we have esta
