this. i am happy to add my name as a co-sponsor. the city attorney's office and others have spent an awful lot of time and figuring this out. we look forward to working together to make sure voters understand the importance. supervisor avalos: i would like to thank all of the parties that were involved in crafting this charter amendment. i think it is a great move forward for the city and county of san francisco. i want to thank the mayor's office of housing. developers from the private side and the non-profit side. this charter amendment is decades in the making. we had many attempts to put more of our public dollars into building housing at affordable housing in san francisco. in 1999 and 2004, we attempted to pass housing bonds in the city. they needed a two-thirds threshold and it did not pass. in 2008, we had -- i worked on proposition b, which was not the best direction to go, looking at our budget difficulties, but that did not pass either. that was a big part of our effort to address housing needs in san francisco. i lived in a distr

we certainly have to many individuals that are armed in this city. that contributes to many of the shootings and homicides that we have. every time i get that phone call, my colleagues get that phone call, that spike has started this summer, it is painful. it is hard as an official to know this continues under our leadership. i agree that we absolutely need to look for more measures, as we always have come to reduce violence in our neighborhoods. i don't believe they stop and frisk policy is the avenue to do that. i know there are many constitutional questions are around stop and frisk. the u.s. supreme court has not taken a strong position on the area of racial profiling. i do think this opens our city up to a lot of liability and incredibly expensive legal debates and litigation debates in the courtroom as we debate those questions. for a variety of reasons, and because i know that stop and frisk does end up in racial profiling, and that is what data has shown, i think we should be looking at alternative means to reducing violence in san francisco.

this city needs this project. we need earthquake-safe half the dose. -- hospitals. we cannot stand to lose what we will of these projects do not move forward. not only the new hospital but st. luke's will not make it through the seismic requirements and we will not receive any of the community benefits cpmc has pledged to provide. please move this project forward. get this going. we need these safe hospitals and we need these jobs. thank you. >> good evening. my name is keith and our firm is a business and landowner in venice boulevard. my wife and i also give in the city where we witnessed the fantastic and dedicated service of the cpmc staff and the deteriorating facilities. it is rare to find an organization that is willing to spend $2.5 billion without any public assistance. it is the equivalent of building the golden gate bridge today. one can see that thousands of jobs and act meant -- economic activity would be generated in a place that has disrepair and has been neglected for too long. city officials have done an incredible the job of extracting concessions

this is a fantastic opportunity that has come out of the planning proposal and it gives us an opportunity to focus on the west side of the city in a very significant way. i am hopeful this will be an important effort and expect meetings with the community to start in the fall. we are organizing the outreach and technical work now. the study that has been underway for a long time is now reaching its final stages and i wanted to report that we have been coordinating with the city and community's effort to restart the program of developing this site -- this has been really incomplete for some time now. we have been working with the planning department to make sure they are integrated into land use that makes sense for the infrastructure investment. i am expecting at this point that i will bring a final report detailing the proposal to the board and for approval this fall. after the approval by this board, we have been gauged actively with the npa and we are collaborating with sorting out -- we have been in engage actively with the mta and are collaborating with sorting out the alternatives and it planned to conduct extensive out

city bill and was the original developer of this space. ido followed suit. in 1994, these were the first many developments. city recently negotiated and executed davies which reduced some of their space. we subsequently granted that to ideo. building does desire to get out of their lease. we have a policy where the executive director can terminate a lease, however, the city building leased is outside of that. that is due to the amount of rent they pay. so rather than a sublease or assigned, ideo requested a direct landlord-tenant relationship. they are currently pay us $40,000 a month. they are a design and development firm, so they are requesting again to take the space. the terms and conditions are similar to city building. the term is shorter, so they are not coterminous, but you expect to come back at some point to negotiate a new lease so that we would have one, if you will. ido has demonstrated a willingness to invest in port property. if this termination is approved, the subsequent peace we have negotiated, which is being signed today, there will proba

pursue, or legislation, of whatever it might be, there are all sorts of things that the people of this city correctly expect us to work on. so, i want us to be as effective as possible. i know that many of us work seven days per week. this is about making us effective in the checks and balances. that's also be clear, several years ago the voters of san francisco -- and it was not even a close election, they removed a 28 cap. they made this part of the budget process. finally, i just want to note that when you look at this budget, what the mayor put in and what this board put back in, this is not a situation where all sorts of services have been decimated and we are taking money. assuming the budget passes today, this board is putting back money to hire rec and park partners, a park patrols, cleaning crews, to ensure the health and human services network. to add numerous police academy class is an fire academy class as, providing small businesses with tax incentives, giving money to schools for the cost of business adjustments. i can see the argument if this were a year where we were absolut

to has done -- more time and resources to workforce development and helping to develop workers in this city. i would urge you to move this project forward and get these construction jobs going quickly. thank you. supervisor mar: i would like to remind the speakers that are focus today is on health care. in the last hearing, we dealt with jobs. my hope is that we focus on the health care system today. >> good afternoon. i am also a resident of the mission district. i am the research director at the national put union of health care workers. i spent about 15 years of analyzing the health care industry. i want to offer several experiences and offer a cautionary tale. i can say without equivocation that sutter has the most aggressive business strategy. let me just cite three examples, which i would urge the board to consider. calpers did an analysis some years ago of claims data provided by blue shield. the prices were 80% higher on average than hospitals across northern california. about 10 years ago, when sutter health saw to acquire summit medical center, a judge allowed the acquisition to g

city of any amount that was impermissibly charged. questions? supervisor chiu: i have a number of questions. from your perspective, do you think what is proposed in this agreement meets the city's objective is to keep costs down? >> i think it is a modest beginning. i think having a cat at a time when there is so much unpredictability is really valuable. having the cap at 5% is a beginning. the challenge for us would be to level a playing field and until we can assure both programs can maintain their memberships and compete equally, there is some jeopardy about whether we can continue the accountable care organization. the physicians' group does not have enough of a market share to compound the fact that pretty much every four blocks in san francisco you can go to a setter emergency department. if i had a heart attack in the castro, i would go to ralph davies because it is so close. because they have the dominant market share of emergency departments, they have the dominant market share of admissions to the hospital. if the other is paying that higher rate, it will be difficult to meet their operating expenses. as far as i know, blue shield has not sa
