this is my second time appearing at city hall. the first time i had the opportunity again to witness a session like this, and i want to thank everybody. i want to thank supervisor olague. i have read much about the commission work from the examiner, the san francisco examiner. like jamal and my case manager. i see supervisor mar and supervisor campos and i have been reading about san francisco and all about its developments on the san francisco examiner which as you know is a free newspaper, and i have been seeing all the work you are doing in my district where i live, bay district and bringing things there and cleaning up the navy yard and affordable housing and like jamal said i am trying to get asylum. i moved into this country in 1996 at harvard university and he is my case manager and through his leadership and graciousous and kindness and getting me to places and where i can get some help and so i told jamal. i showed him all my papers and he knew i have a court date on january 31, and i have been living in this country for 1

and yet, city employees in this case, or in my case, louis herrera, the city librarian used his office to withhold public records from me. he just basically didn't want it made apparent to the public that all the claims that they were making at library commission meetings had no basis. but $10 million that was claimed as a gift to the branch library improvement program was just that, nothing, but claim. and so when i went and i tried to get these documents, he held off for nine months and now we have mr. menat shaw and he comes to you and he wants to get documents about a complaint. following these complaints is kind of like a black box, you drop it in the top and whatever comes out, you are expected to live with. same goes with the office of citizen complaints of the police department. i had a city and police inspector lie to be about the existence of a document. he repeated that lie to a deputy city attorney, when i petitioned for the supervisor of records to make a ruling. told her that there was no document. and then three months later, oh, exemption. as mr. menat shaw says you hav

city. first a technical point on all of this. i was under the impression and check with dhr on this that the executive position still exists but filled on an interim basis. maybe i am wrong on that but good to make sure you're correct on that from the staff's perspective. i agree bringing it back in house because the next year is going to be really big for clean power sf and some other things and we need somebody that can be available five days a week, 50 weeks a year. i mean that's really going to be important, but the main thing i want to focus on is that the advocates for clean power sf have had some concerns with the way that lafco -- when we originally set set up lafco to work on clean power sf and especially get at the beginning of 2007 and what we needed from lafco and i believe the intention we needed somebody on task for clean power sf itself that could approach the sf puc on many occasions the sf puc wasn't thinking outside of the box on this to put it politely, and we need someone, and i think we will need someone well

there is a reason people want to be planners in this city. to that end, i actually -- i like the values statements. i like especially these top ones about collaboration, education, open dialogue. of course, we could administer, but i don't want to get into sort of wordsmithing -- not just word smithing, but sort of adding and focusing on which ones to include, which ones not to include. i think the mission statement is less successful because it called out these five bullet points in particular, i think that it's focused on these five bullet points only and is missing something. i don't know if it should be more of a reference to the code 101.1 items, or if it should be a reference to something else. but i think calling out design, calling out the environment, calling out our regional role, you know, you could name historic preservation, you could name equity, you could name inclusiveness, you could name affordableity. there's things you can put in there but i don't know that it have this long list. so i think there needs to be more work and
