wral's mikaya thurmond is live at the legislative building. brief us on what is in the bill. i know there is a lot in there. >> reporter: i took a look at the most recent draft of the bill. i can tell you it includes everything from who will and will not be protected under nondiscrimination laws, as well as who is allowed to use certain bathrooms. it is a piece of legislation most extreme bill nationwide. in the draft version, there are three major elements. the first sets out a new statewide nondiscrimination ordinance that covers only race, religion, color, national origin or sex. that means this ordinance leaves out people with disabilities or lgbt citizens. this bill would also require single-sex bathrooms in schools and government agencies according to a person's birth certificate. this particular provision is in response to an ordinance passed in charlotte last month, which made it legal for transgender people to use the restroom that aligns with their gender identity. finally, the ordinance would ban cities and counties from raising the local minimum wage or passing la
