we came up with the appeal in partnership with bob and the hole tida -- whole tida team.e believe we had the support and a really good narrative supporting our efforts. we also received a letter from a.c. transit, and we work with the mayor's office of housing, so we are hoping that that generates enough support. any other support, i'll look into it. >> so what do we -- what are we looking at? worst case. >> you mean, if the application drops and it doesn't receive more points? then -- >> yeah. >> -- it wouldn't receive funding. >> commissioner chan? >> yes, can you just tell us the basis of the appeals? what was the difference between how you self-scored the application versus the way it was weighted? >> sure. so the major piece that we expected to receive more points on was the five buses that we purchased from a.c. transit. >> and was that the major point? >> yes. that was the major point, and then there was another point that was a clerical issue, g.h.g. we had to certify the building would have greenhousing rating, which all mohcd buildings do, so we showed a letter

so we cannot use our rate payers. >> we are a contractor out there to tida, and tida has the relationship with the u.s. navy and we are not accepting their infrastructure. >> and we never will. >> we never will. the permit is actually still held by the u.s. navy. so we are literally just a contractor there. that's for all the utilities, water, wastewater and power. >> they could not issue the contract to somebody else, right? >> we have actually, the contract to operate on the island? i mean, tida could, but we have been out there since the island was turned over to the city for development. what we were expecting was a very short time frame before the developer would develop the island. it's now been 18 years, something around there. >> been a long time. >> been a long time. so, they are out there now, they are on yerba buena island, they are moving down into treasure island fairly soon, and we just, we see the long sort of like build-out, it's going to take some time. the treatment plant is key to the development of the island because the existing plant takes too many resources from us

is that paid for by the office of public finance or is that paid out of tida? >> typically, it's paid out of the existing revenue stream, so i think those costs are built into the financing revenues. >> got it, and that's why it wasn't budgeted. >> yes. >> -- in our current budget. got it. and then, you mentioned the staggering of these bond issuances so we can basically extend the validity or the lifetime of the debt which is great because it's cheap money, basicall basically. is it possible to roll in future debt -- current debt issuance to future bonds? like is it possible to roll in the y.b.i. phase into the entire issuance so we can extend the debt for a total longer period? >> if i follow you correctly, we can issue -- i believe the answer's yes. for each individual area, only -- once we issue -- again, it's really with the irfd that we're limited, but if we issue our first debt issuance against the properties, irfd debt issuance against the properties on y.b.i., that may be a 30-year bond, so we -- we have both some excess capacity because we've only lev
