employment and contracting goals, tihdi service contracts which will continue to give tihdi member organizations first offer on certain service contracts and development opportunities. real briefly, the permanent and construction hiring goals target 25% of the jobs to formerly homeless and economically disadvantaged individuals. 50% to local resident. so 50% overall. you're probably familiar with those goals which we will be complying with. the goals are 41% of total contract value and 38% so construction contracting 41%, professional service, 38%. as far as the construction of permitted jobs and implementation of the hiring, tihdi will be the lead job broker. tihdi will ready the 25% economically disadvantaged subset. they will help remove barriers entry for that population and refer them on to oewd's workforce division city build, the first program depending on whether it is construction or permanent, the workforce division leads the recruitment training program. that of course employers or contractors are required to follow the program. other hiring laws such as the health care compensation,

for the community meetings and public hearings to talk about the project, including hearings before tihdi and the planning commission, primarily focused on transition housing plans, as well as meetings here and before other commissions. that is in addition to 250 public meetings since the planning commission began. there have been a couple of changes. some were made in response to public comment. those include the retention of the chapel that exists on the island, mainly from comments we got from island residents. we upgraded by facilities and bike paths leading from the bridge to treasure island. we reduce the height of the tallest building by about 200 feet as a result of public comment. produced the commercial parking ratio. we also, as you know, were faced with the governor's budget proposal to eliminate redevelopment, and the risks associated with redevelopment. at this point, we do not know where that is going to end up. we are adopting a financing district model to finance the plan and will talk about changes associated around that, which in vote -- which travelled around housing a

most ambitious effort at social justice in the homeland -- in the homeless development program of tihdi not just in san francisco's redevelopment history, but the most ambitious effort for homeless programs in any project in the nation. i am not aware of anything comparable elsewhere. it is still in there. also, i see still the most ambitious effort in san francisco redevelopment at genuine community building with tihdi, the good neighbors, the dedicated project-specific staff, all of which we do not have, for example, in mission bay. i can speak to you as a resident of mission bay north for five years. there is nothing like that there. but there is on treasure island. we have incorporated as much advanced technology for waste water treatment as can be done -- that has been done in san francisco to date. we have incorporated the most favorable relocation transition plan for existing residents of any project in city history. and of course we have the most ambitious, the most extensive transportation mitigation program of any development in san francisco. it is the first to use congestion

>> tihdi is a commission. there is oversight by the board of supervisors. the contracts entered after a certain level are approved by the board of supervisors. the board of supervisors would have to authorize the issuance of future ifp's. there is some accountability as with other city agencies. another issue that came up was whether the bonds are riskier than redevelopment bonds. they are basically the same funding you would buy if you want redevelopment bonds. actually, the bonds cannot be issued until the property tax increment is coming in. investors to invest in ifp bonds are investing in the same stream of income as those who invest in redevelopment bonds, future tax revenue. it is still risk here than tax increment bonds. there is no recourse to the general fund. the bond holders can only count on those residents for tax increments to pay for those bonds. our recommendation to bridge the gap is a reduction on affordable housing, with the ability to get it back. we talked about reducing the inclusionary housing level, cutting back on parks and transpo
