nbc's tim fur long is at the delaware police headquarters with this update. >> reporter: we just heard from delaware governor john carney and corrections officials to give us insight into what exactly happened that led to the standoff and how it ended at the vaughn correctional center. turns out about 5:00 this morning. the inmates had actually filled up their foot lockers with water. they demanded the water be turned on. filled up the foot lockers and that is when the corrections officials decided to go in with a large backhoe. once they knocked down the door they found inmates shielding a inmates corrections counselor to protect her. officer steven floyd was found unresponsive on the floor. he what pronounced dead. the investigation continues at this point to see how these inmates were able to overtake the officers with the staffing adequacy, things like that. there are questions they're not quite ready to answer yet. they are also not ready to talk more specifically about motivations of these inmates at this correctional facility that is some maximum, some medium security prisoners, some on their way up for good beha
