. >> well, for more on the attack in nice, france, we're joined by tim clemente, a former fbi counterterrorism'm just wondering if the question we should be asking now is not, how did this happen, but why did -- how is it something on this scale didn't happen sooner? >> i think that is the question. obviously, they've been targeting the quest for quite some time. this is nothing new. it's been happening for decades. they've tried to do more sophisticated attacks, you look at 9/11 and the planning that went into that, literally, five years of planning. the actual pre-planning where they were taking the flight over and over and over again that each of the different teams had taken took months and so that was a whole lot of planning for one attack. something like this, much more spontaneous, and this is the direction isis is taking terror, where al qaeda was much more the top-down, you had to be approved before you could do a sanctioned attack under al qaeda's banner. now, we see isis is saying, they're spreading this out, like a disease, into the general populace, especially in young muslim men

. >> down in los angeles, cnn contributor former fbi agent and counter terrorism agent, tim clemente. >> the civil rights attorney, thank you to all of you for being with us. looking at that video we shared with the viewers, you look at that and what jumps out at you? >> what i see are uniformed officers not knowing where the shots are coming from. that is standard when you have a sniper. they have high ground and you can get a quad rant and maybe they are coming from you here, but that's all you know. you have to stay basically on the ground low. you don't even know if you can pop up to take a look. the sniper could take you out. one is corner and the chief of police said he wanted to play to bring that to an end. what about the options? >> it's to try to keep this guy alive if possible. he is a threat to the police and public at large. the benefit of keeping him alive long enough to find out if there other shooters and what others might be involved and where they might be locate and how to disable them and who has the command and control. maybe he does have a death wish, but are oth
