the idea to split up the state began as the brainchild of silicon valley venture capitalist tim draper... he believes a three state split would give the current californians better infrastructure and education - while lowering taxes... a more representative government..but the contentious plan ran into some opposition...though there were enough signatures to get it on the ballot the environmental non-profit group.. planning and conservation league argued is it has to first be approve by legislature... before it gets to the voters.in a written statement the group's executive director said "it would have dismantled the world's fifth biggest economy without solving a single challenge facing californians today. we are thankful to for the opportunity to save californians from having to vote on a billionaire's folly."
