tim furlong, nbc 10 news. >> our live coverage continues with lauren mayk on capitol hill. you were one of the first reporters on that scene and spoke with a man who saw it all happen. >> reporter: that's right, and then we headed here to capitol hill where lawmakers came back to work today. there are two republican lawmakers from our area on that republican team and neither one of them was there today, but one of them tells me that he just missed his 6:00 a.m. ride with another kmab or congressman or have been. congressman costello says he practices with the team three days a week when congress is in session always at that field. and he says e he plays shortstop. the congressman shot plays second base, right next door to him. so given what we know about where the gunman was and where he was shooting, it is hard for him not to think about what could have happened. >> that's a scary thing when you realize because i'm a member of congress i could have been on a baseball field where somebody would have just did what they did. >> not an easy day hear. >> not an easy day for me.

we have live team coverage with tim furlong in alex an drandria. let's begin with tim furlong near the scene of the baseball field. you heard from witnesses who watched this all unfold this morning. >> reporter: yeah, lots of them. this neighborhood here is still jammed up with police, but neighbors say after what happened at the baseball field this morning, they are happy to see so much law enforcement. the man walked up to a congressman, asked if the team was republicans or democrats and a a few moments after learning they were republicans, he started shooting. you usually hear things like this happen very quickly, but witnesses say this today seemed to last an eternity. >> heard people running. that's not fireworks. >> we have one in custody. one shooter. >> reporter: joe barton is the manager of the republican team. he and his sons took cover when the shots were fired. barton got a look at the gunman. >> he had a rifle and i think he had an automatic pistol. there were dozens, if not hundreds of shots fired. >> even as james hodgkinson was shoo

tim furlong spoke with witnesses who watch that entire incident unfold. >> look at them. >> reporter: they saw a train wreck up in the stands near turn four. dover police say near the ends of the race, john decided to choose the huge safety fences that hang out over the track. >> it could've gotten really ugly really quickly. >> reporter: he watched with thousands of other fans as he climbed up and over. nobody sure what he was going to do. >> he went all the way to the end of the fence and started dangling his leg off. he was off balance at that point and that's when people got scared. >> we're unsure of the reasons why he decided to climb the fence. >> reporter: dover police still aren't sure why he did what he did but when they got him down they kicked an officer and resisted an arrest. it landed him in police custody. it could have been far worse for him. if this guy had fallen from up there, the impact alone might have been killed him. if it didn't kill him the 40 plus cars going 150 miles an hour around this curb they would've finished the job. he could've seriously injured or k

nbc 10 tim furlong joins us live at that prison in smyrna with more. tim? >> reporter: reading this report all day on my phone suggesting the department of corrections has known about the problems at this facility for years and didn't do enough to make anything better. department not commenting on the report. i've been look at it here. the governor says it's time to get this place back on track. during the prison and itoff, isaiah got a call from inmates. isaiah on death row until a murder conviction was overturned just before the uprising. he spent time in building c, reached facetime, everything he's heard about the new report seems accurate. different officers with different sets of rules day to day and helping inmates grow as people, those programs cancelled on a regular basis. >> treat it as a business instead of as a rehabilitation service that it's supposed to be. >> reporter: the report showed many corrections officers in delaware simply don't make enough money to make it worth staying. they're forced overtime and dehumanizes them. gang activity in
