we're joined now by senator tim kaine.make this interview right now. you were supposed to be in a senate democratic caucus lunch trying to figure out plan "b." is the cancellation of the meeting meaning we don't have a plan "b" yet? >> i think we have plans "a," "b," "c" and maybe “d”. but we're trying to decide which is the one that will most likely clearly lead us past this crisis manufactured by republicans as soon as possible. i would like to get this fixed today. plan "a" was for the republicans to do what we've always been willing to do as democrats. this isn't a both sides dysfunction. democrats have been willing to pay the nation's bills. if the president was a republican, we would do it. so plan "a" is, the republicans should just do what we've always been willing to do in the past. plan "b" is, if they're not going to do that, they should stand aside and let us extend the debt limit by a simple majority vote rather than filibustering it and requiring 60 votes. plan "c" is they should provide ten votes, plan “d” i

no one knows that better than the former democratic governor of virginia senator tim kaine. governor, now the senator. where do you see the state right now? >> i do feel it's close right now. i think we have the edge, especially with first time we've ever had a governor's race with 45 days of early voting in person or by mail. no excuse needed. but it's close, and it kind of follows a little bit of a trend. presidential years we turn out, 68%, 70% voting, and then the next year is the governor's race and often the turnout drops off significantly. so my colleagues and i, senator warner and governor northam, we're crisscrossing the state with congressman scott and others to make sure everybody knows just how important it is. this is a real definer for virginia's direction. and as you say, it's going to be interpreted very, very closely in terms of what it means for the entire country. >> the republican party has had a bunch of things they've tried to make this race about. the one thing they've really focused on is school and schooling, parental control of school curriculum. it

as chair of the senate rules committee, senator manchin, he has been involved in the compromise, tim kainexious king -- senator kaine, senator king and rafael warnock, and particularly i want to acknowledge our majority leader chuck schumer for his leadership in this effort. he has worked hard at it trying to bring this matter before the american people on the floor. we've also been engaged in a similar process on an equally critical piece of legislation, the j.r. lewis voting rights act. i have been here long enough when the voting rights act came before the united states senate and got 98 votes. virtually all of the republicans and democrats voted for it. no controversy. they believed this product of the 1960's debate was fair. they said in certain states with a proven history of discrimination against minority voters, when they proposed changes in election laws, we would examine them, preclear them, as they say. the supreme court tossed out that section and we have tried to restore it. i think the supreme court was wrong and maybe even naive in believing voting discrimination could not

joining me now, senator tim kaine of virginia. ten tore cain, welcome back to the sunday show.presidential nominee. you were the former chair of the democratic committee and a former democratic governor. you know all about the commonwealth and the party and its standing nationwide. how concerned are you about the president's job approval rating dropping to 42% and the impact that might have on tuesday's election in virginia? >> jonathan, i'm thrilled to be with you this morning. look, i'm nervous about the race and less about joe biden than as this is how virginia races go. what we see in virginia, you have a presidential race and the turnout in virginia is about 70% and then the next year is a governor's race and the turnout drops down to 47 or 45 or 42. that drop in turnout always has a little bit more of a negative effect on democrats than it does on republicans. our voters are good in presidential years and sometimes tend to back off in nonpresidential years. all of these races are close. so, look, it's going to be a nail biter. that's why we're all out campaigning. the one
