i'm with tim scott.e break, you started talking about something that i want to talk about which is these opportunity zones. i don't think enough people know about these opportunity zones that got put into the tax package. this may be one of the best anti-poverty measures in a generation. talk to us about it and how did you get it done? >> many people may remember jack kemp. he was an amazing energetic optimistic guy that i model a lot of my perspective from a political way around. he created enterprise zones. it was helpful. my motto is opportunity zones is to pbring private sector capita in the distressed communities. 50 million americans live in distressed communities. the ones like i've come from. and so i try to do is model legislation that would tract capital to those areas where the potential is high but the 5:accs is too low. we're talking about two trillion dollars of capital being deployed. >> coming from where? >> from your capital gains. so those who have the capital gains burden can either pa

it's something that i worked on with tim scott, a senator from south carolina. >> mm-hmm. >> tim andhowcased this idea a couple years ago at a poverty assembly we did with the kemp forum in columbia, south carolina. opportunity zones are now law of the land. >> mm-hmm. >> what that means is, 25 percent of the poorest census tracts in america are now eligible for an opportunity zone. a person can sell an asset, not pay capital gains on it. we call them like-kind exchanges. it's a tax term. invest that money into an opportunity zone. if they keep it there for 10 years, that investment, in these poorer areas, they don't pay capital-gains taxes on it, so what this means is, there's about $6 trillion of untapped wealth, of unrealized capital gains, that now can be directed into the poorest communities of america to bring back jobs, to bring education, to bring revitalization into these neighborhoods. we also had something called social-impact bonds, which is, we want to have a social good that we want to focus on. we can bring private capital to it, float a bond to finance, fixing these s
