earlier this week, i tweeted that on some level, senate republican specifically tim scott, had, in part, the blood of tyreek nichols on their hands. it meant what i said but i said. it simply, put you cannot shift police culture in america without the notion of accountability. culture shifts and any organization starts when your top leadership, and it's maintained through accountability. one of the things with qualified immunity does, it keeps the notion of accountability away from police officers who commit wrongdoing. people in law enforcement, they violate the bodies of live people. they are not able to face the consequences because of qualified immunity. there was no incentive for them to actually change their ways. when you talk about the notion of policy that have been policed standards, and other accountability measures, federally mandated through actual legislation, this is exactly what we're talking about. this is the type of situation that perhaps may have made an officer rethink how they approach a particular situation with the civilian. is that a panacea, as a way to fix eve

calling on cory booker and tim scott to revive their push for a police reform bill that failed two years ago. in a speech yesterday senator scott took issue with the comments. >> i think the reform package it had many elements in it important, banning choke holds, dealing with no warrant searches, dealing with accreditation of police departments. it's necessary that we do all these things but not fish. >> republican senator tim scott who you mentioned blamed democrats for squandering an opportunity to pass reforms you talked about. those parties did agree on those in 2021 like banning choke holds and increasing mental health resources. why not pass something already agreed upon? isn't something better than nothing? >> it's the right starting point, and senator booker, chairman of the crime subcommittee, has been working on this for years. and i think he and senator scott should sit down again quickly to see if we can revive that effort. >> senator durbin asked senator booker and i to come back to the table and start talking about policing in america. i never left the table, mr. president
