are you buying the dip, tim seymour? >> as an asset class this week relative to the s&p, a ratio i like to look at, the em fell by almost 6% in six sessions and took out the entire out performance of the summer. this is not just a china story look at nvidia, mega cap names in u.s. tech again, high multiple names we saw in allocation. this is not an indictment of china, folks if anything, the consumption story in china has been validated by baba. all the numbers we've seen, people universally acknowledge that whether it's s.t.a.b. versus faang is just as interesting of a tech story. >> the bigger overarching picture that concerns me is they have a ton of debt, they're raising interest rates, they're taking that debt down. >> are we going to do this again? come on. >> they're doing it now. i didn't say they were going to blow up. i said they have a lot of debt and they're taking that debt down when you deleverage an economy, it slows down. so therefore stocks should go down that to me is what concerns me about china. >> lo

tim seymour stuck around but let's get to elon with what is in that bill apparently we're having some difficulty with elon -- >> reporter: is now public >> there we go >> reporter: melissa, as you said, that bill is now public and here is some additional details that we have learned about what's in it the repatriation rates are slightly higher than what we had been reporting 8% for liquid assets and 15.5% for cash previously we were told that rate would be 15%. also the individual mandate, that repeal will begin in 2019, so a one-year delay of the are repeal of the individual mandate. also on carried interest, we are told the three-year holding period that both the house and the senate have proposed will remain also, first-in, first-out provision that would limit investors' ability to choose when they sell their stock, that is out of the final version of the bill other headline numbers are now confirmed. the corporate rate would be 21% and that would take effect immediately immediately. the top rate for individuals, 37%, and that would apply to individuals with individuals of $500,000
