director dearman and president knutzen. the add rise real council met on august 17th and we had doctor karla a professor of medicine in the division at ucsf. she is involved in paltive care for over a decade and began to notice the impact on loneliness on health. this was clear during the pandemic. i will not go into a lot of the detail its is out line in the my written report. she explained the difference loneliness and isolation. the work that other organizations are doing. stan ford with can arp doing studies and she mentioned that one thing i thought was very important is the health plans look nothing topics of lonely ness and isolation and impacts on health care. metafund, thank you, is funding more research in the area with a foundation of national institute of health and she was at a meeting with the u.s. surgeon general and a report is coming out in november that discusses loneliness and isolation. we look forward to that report. there were no lbgtq updates at our august meeting. but had another site visit. this one was a ymca in the mission and again -- my personal belief is our inclusion of west site rerue and looking at the facility in person where we can giving us great insight from the consumer perspective, which is our role. there are food distributions the site is on mission just off an over pass under which 280 passes. a little noisy -- in when you are outside. -- noted when she went there was not security at the store. correspond her. she met with the community with the community service director. um -- we are at the notice focusing not deliberately seems to be happening on some of the y's. and this one has a senior room. interactive, there are exercise classes that are well attended. the languages. at the participates are spoken for the classes. they are spanish and monolingual, cantonese there are no foodservice although there is a program in the works with open hand and facilities back opened since june of 2020. and as we are seeing that in many of these clients at the various cites the lack of use of technology is low. that there is coordination between the y's and das funding we keep that up. the -- in light of that the member update we did discussion laguna honda again. district 4 representative margaret support on the south sunset center, which is the only one in this portion of the district and district 4 as well. provides service under the hospice self help for elder low and i don't reportod that. i have a new minds/body exercise claz. under the umbrella of city college. and the park and rec set aside 5 million dollars for building upgrades. some of this money is state funding per the -- assembly member news letter and a promise of a second site but not sure where that is. and being a resident of this neighborhood, most of my life, i can tell that you center probably has not been updated since it was built. not a major update in the 1950s. and our next meeting and on september 21st our planned guest speaker is executive director of homelessness and supportive housing. that will probably do that will be the last of the guest speakers for the year and we will tie up the year with more site visits and just house keeping and elections. >> thank you. any comments or questions from commissioners? all right. i had one quick one i hope, when now that you are doing the site visits again, which is great news, and you mentioned the difficult a bit of difficulty getting the using the website to access knowledge about senior service someone trying to check it out there was difficulty there. that gets reported to staff at das? is that -- do they work to correct those the recommendations you make? i was concerned? >> yes. >> >> the reports so -- 2 things that are happening one if we were just doing virtual site visit we were check tg make sure we spoke to somebody about the website. what we are finding is and both of the folks that have been doing the most of them recently go in with the idea of -- what is it that if i'm trying to help a client or a family member get services what do i need to know. there is a discussion with the director. or the person we speak with at the site about what is going on. and learning from those cites that have very robust website a lot is funding and a lot is -- you know -- we don't provide it because nobody uses it forgetting that looking at the it is is not just -- the person going to the site. it might be a family member or a care facilitator that is helping them with it. and when the reports are done, robbie the keeper of all site visits. and mike get copies of it. as well so and then from what he -- he shares it with staff that are assigned that site or that contract. if you remember, a recommendation we had prepandemic was the cites did not have heat. and pandemic came and shut it down. in the meantime, somebody found out how to turn heat on. approximate so i figure, we have done nothing else that was a big win. >> yes. president diane lawrence. >> thank you. good morning, gaevenlt joints legislation committee met on august 17th. and the session is winding down. the govern has until the end of this month to sign or veto bills. and as we have seen in the newspaper every day a number of them that are getting signed are not. this is the second year of the 2 year session. so nothing happens to the bills they will no longer be active. that does in the money they could not be reintroduced under a new name and number next year when the new 2 year session starts the committee discussed whether or not to have meeting in november and december. to not have meetings in november and december we have done them in the past, there is no legislative activity t. is in late october that csl prioritizes its legislative priors for next year. often look to see what path and what did not pass we decided not to do a november meeting or a december meeting? and the october meeting will be up in the air. we will determine closer to the date, depending where things stand at our upon september meeting's legislation. i list in the my report bill this is came out of suspense that were not in june or july report now back on the floor. they are like telehealth. the 3 year pilot in counties to reuse durable medical equipment and other home health supplies. the redefining the disability before age twoochl changes from the before age 18 well is a gentleman in there. and then -- looking at multidisciplinary personnel things. not out of suspense are you the 2 bills on alzheimer's, the medical. cost of shared income limits and not out of suspense nor the bridge to recovery for adult day services. and this was to help mitigate the things lost during the pandemic and to combat senior isolation. and then csl had 5 bills that were successful this will year. . i will detail those in my next report. and i mentioned last mnth we ran in a problem filling a csl seats. and because of changes in the election deadlines that i did not understand. and it was reported to us that other csl's or triple arc's republican into the same problem. that happened at the current members. there is still condition fusion over the deadline they are working on that. and we reviewed the letter of support time line and will meet on september 21st. >> are there questions on the legislative bills? >> okay. >> hear from the case report. item case programming and activities in advocacy efforts in august, i mention in the the last meeting, michael of nico presented on cultural humility and caring. it was a terrific preventation. very relevant. and well received amongst membership. i did include 2 links in the electronic version to you and they are reflective of that presentation. >> and in september, our september meeting will include a quarterly meeting pedestrian service provider working group. ma lisa mc gee and das staff will be present to provide an over view of the service allocation plan. the process, time line and the findings and recommendations. in that meeting. hopely we will is time where we can have the service provider working group provide feedback and offer input on the findings and recommendations of the cna. in context of the service and allocation plan. >> and then in october, we'll relinquish or case conflicts with the oversight and advisory committee meeting. we want our service provide are working group members to attend the oac meeting on october 17th. in terms of activities, we have an on going discussion group lead by arch with elders it is looking to raise the profile of the importance of creative ageing and how arts plays a role in that. they of course, are look to increase state and local funding for that. government funding as well and also to increase senior communities priority of funding. for those services and lastly, they want to assess and address the challenges that -- guess with providing creative programming and we know some of the challenges are with hybrid programming now. we continue to talk about that. case has an on going survey providers to update what their services are currently. >> so we can help the membership with referral and out reach to their participates as well. and then lastly we survey our membership for topics for current presentations and programming. >> i will put in an on going plug for the dignity funds to coalition proposals that obviously fell short of the 3.5 million dollars a year for -- the hybrid programming and -- the needs of bridging digital divide. but there is a fund did receive 200 thousand dollars add back to the board of supervisors. and -- we are still looking at a believe about a million dollars in the state that das is looking at this point and time. we are hopeful that will add to that funding lastly, we are working with das, mike and [inaudible] to take a look of -- getting membership input on the needs for equipment. and it for the 75 thousand dollars that was appropriated for human services agency office of contract management. with me is sarah chan from das office of community partnerships. we are here to present the 4 year fund cycle as well as the fiscal year 22/23rfp and contract renewal process. every year contracts and program work together to develop this schedule. the schedule gives them over view of what we are working on and had we will bring for approval. at this point i will pass along to my colleague for details about the program. why good morning. commissioner, president knutzen and executive director dearman. member sarah chan and share with you in fronts of you the slide -- it is the contract schedule time line that arc line with the 4 year dignity funding cycle. and on the first line, you can see that it is the planning activities. last year we have completed a communities need's assessment and for this fiscal year the department will be developing our service allocation plan. and along on this table and on the following table you can see well is a 3 contract cycles. which are based service areas. and below the table you will see there issastric that is a department is in the 8 contract cycle procure am process for contracts that will start fiscal 23-24. cycle arc service covers areas of case management. care navigation. community connection and engage am. and in the following slides we will present this contract in groups. that will be released before request for proposal, renewals and sole source. ? front of you is the list of request for proposals. or rfp's. for fiscal 22/23. next 4 slides you see a continuing list of the rfp's being release third degree year. this programs are either new programs or existing programs that are expiring and require a new procurement. and in total the departments has 29rfp scheduled for this fiscal year. we have a really busy year ahead. and theents reals listed here including the program name of months which the contract planos releagues the rfp's to the public and the mnth in which the contracts plan to bring the items to the commission for approval. alternate days are tentative here could public low change, and the department will try to stick with this schedule as much as possible. the rfp press takes about 3 months. from the time when the department issues the rfp to the time we bring the item to commission for approval. the last step would be issued in march. with the tentative commission date in june. when the rfp's are released there is rfp information on the sf partner website and local paper. we also do a direct mailing to all das service providers to let them know about the opportunity. and on this slide i would highlight a couple new programs. from this first on the list the american rescue plan act funded programs. american rescue plan is a federal funds to support local government to recovery from pandemic. rfp member 1031 released last month x. following the list the exciting disability community culture center. a program where provide people with disability can gather and develop a shared culture. the center will provide educational art i feltic and social networking opportunities. and will bring diverse people with disability to gather to access resource advance social justice and community and pride. and ahead of us, in november is a busy among. there are 10rfp's scheduled being released. and including on this slide is the new program new dignity funds program. care giving, support and out reach. >> next slide. on this slide rfp's released in november. i would highlight the ambassador program to promote wellness of service coordinated and upon funded bite department. and in this program, older adults and adult with disabilities are highest to disseminate information about das and funded program and service. and this pier program is a district specific in 4 districts that where the service equalization is rates in response upon being antiasian hate crime in the community, the pier program include a senior programming. which provides services to seniors who feel unsafe or uncomfortable in public without accompaniments. >> >> and that continue of the slide we see in november more november and december. innergeneration programming provide meaningful opportunities for older adults to connect in their communities. program helped foster increased interactions among different age group and leads to greater respect understanding and inclusion across age and communities. intergenerational programs shown great impact on reducing loneliness. increasing social connection and making participates feel they are valued member of their community. >> moving along this list for december and upon january. in january we have another busy month. from the list you see there is big rfp groups community services consist of activity services that maintain or improve the quality of life of participates. activity and service focus the physical, social and psychological, economic, educational, recreational and creative needs of older adults and adult with disability prior to the pandemic the activities and service were site based community centers. doctor george davis. mission neighborhood center, 30th street senior center, jackie chan senior center. those are some examples since pandemic services and programs are delivered in person and via phone virtual over internet and so other means of communication and connection. we see provider dropping off car packets at the home. very creative. next slide. there is one on the previous list the sf connected program. it is also a very important program i want to highlight. sf connective program provides free literacy training and support to older adult and adults with disabilities. the objective is to improve the quality of life and independence of older adult and adult with disabilities. preaching the digital divide. prior to pandemic, sf connected services will offer more than 50 technology labs in all districts. throughout the city and county. since the pandemic service available virtual and in person. in year of 21/22 the program served over 2100 older adultd and adulted with disability, provides over 15,000 hours of digital literacy training and 2300 hours of technical support helpingly participates to connect to internet to get the [inaudible]. and on this last slide, i would like to highlight the first 3. the san francisco lbgt age in policy task force. convene in the 2012 by the board of supervisor to evaluate the needs of lbgtq + older adults to assess the capacity of current support systems to meet those needs and make the accommendations to address any unmet needs in response to the task force recommendation, new programming has been established address isolation in the lbgtq + older, did you tells and adult with disability community. on this list, you see the isolation prevention services. animal bonding programming. novembergation and peer support. those are examples of this effort. this program utilize a service delivery model based on navigation and peer support volunteers for delivering of the important services and resource. at this time, i would like to pass back to my colleague, steve, to talk about the following 2 slide of renewals and sole source options. >> >> thank you. i will be busy with 30rfp's in addition to we will have a couple of renewal process this is year. ure see the mid high cap renewal on the agenda today as well as 2 conserve tortransportation services contracts. and renewals are conducted when there is specified as part of the original rfp as an option for renewals. this is the sole source options for this year. public guardianship software licensing maintenance service this . is a solution that our group the city using for the past almost over 10 years that they are customized for our needs of various services we are provided. and the other sole source the senior companion program planned for april. sole source does not require process however as part of the process we must get approval following the city guide lines sole source according to the city codes. at this point we are available to answer questions you may have. questions from support program. a program funded boy the dignity fund. institute on age suggest have been organization that holds numerous contracts and long standing grants with das. however this res spit care giver support program a new grant rewarded. res spit care reduces care giver burden they play a role in delaying the need for higher level of care for the care receiver. in order for to be successful, care givers must have been given resources and support it take care of the care recipient and to take care of their physical and mental health. >> the purpose of this grant to assist sudden front residents unpaid care givers of older adults or with disabilities providing res spit and expand support services for the unpaid care givers. res spit services provided in the home, at an adult day center or other locations throughout san francisco. through a care giver assessment and home visit the grantee tomorrow the amount that best suits the needs for the care giver. if the care giver shots, adult day center as a res spit option they will have transportation. in addition to res spit ioa offer care givers access to support and services such as virtual support groups. group upon education, care givers request that ioa support to facilitate family meetings as well as information shares and referrals to care giver support resources. in addition. clients hos would like additional individualized support from staff for concerns related to care giving will have the opportunity to work with ioa care coaches hol support the care giver with individualized care plans including support such as wellness checks and skill build to respond to care giver challenges. in the initial year, ioa serve 125 undupeidated clients the care givers and 175 annually in subsequent years. this will amount to 9600 hours of res spit in year one and 16, 750 hours each subsequent year through fiscal 25/26. this grant requires that io ah to conduct care giver satisfaction surveys to determine if services are meeting the needs of the care givers. this will be a new guarantees for ioa they have a waling of experience working with and supporting older adults and adults with disabilities including programs that currently support care givers. should you approve today, the implementation of the temporary res spit care giver support grant will enable care givers to take gentlemen of the jury of resources and allow them to be a care giver and access to the res spit and support services so they take care of their own well being. i'm happy to answer questions you may and health promotion funding from the state supports this grant. and we received arc additional one time only funding through the american rescue plan to strengthen title 3d programming in the community. currently, on look provides 2 evidence based programs through this grant. the first is chronic disease self management. and the second is diabetes empowerment education. both programs focus on education and tools to help participates better manage their chronic health conditions. participates learn skills such as creating behavior change goals and coping strategies to manage their chronic diseases. based on suri haves and feedback learn third degree consumers liked and valued their current programs, they also.ed access to more programs. and chronic pain management was a request. chronic pain is a common condition and common reason why people seek medical care. chronic pain can affect a person's quality of life and for older adults there are increased incidents of adverse health suburban as impairment, fulls, depression and sleep disturbances. this one time only american rescue act funding provides us with an opportunity to expand the variety of evidence based programming to meet the needs of consumers. with the added upon funding, they will include a chronic pain self management course in licensing agreement. with the self management resource center. they will train staff. revow and train instructors and inquire the necessary materiels to provide the new program. so instead of unlook providing 2 program options they will be able to offer 3 program options this year and in future years. they will conduct out reach to promote the new program examine provide programming vishtual and in person and will continue to clan rit with community partners
