[applause] today marks the culmination of a very long journey and an enormous amount of hard work by many people to make this day a reality. there were many challenges along the way, but we had a great vision, a huge optimism, remained focused, and most importantly, have the ongoing support of the public to fulfill their expectations. here is what we are delivering to the public starting today. the first new high-speed rail station in the country, the first modern regional bus station in more than 60 years. after more than 100 years, a downtown san francisco train station, all line one modern landmark building designed by world-class architects and engineers. that will be surrounded by new residents and new workers. this will be a 21st century building for a 21st century region and state and a world- class building for a world-class city. i would like to extend a heartfelt thank you to all of our speakers today and a

a key milestone to bring us to this day was a transfer by the state of 12 acres of land to the tjpa and the city to help fund the new transit center. this agreement, signed during the brown administration and campaign at the state level by former senate president john burton -- [applause] that agreement provides one of the largest funding contributions to this project and allows for the creation of new neighborhoods with hundreds of affordable housing units. today, during the tenure of our mayor, gavin newsom, he has been an enthusiastic and effective advocate of the project since he was a supervisor representing district two. we finally break ground today. this project would not have been possible without the numerous contributions of individuals, and in particular, our transportation partners. the city and county of san francisco, the san francisco municipal transportation agency, the san detail transportation authority, the transit district, the metropolitan transportation commission, the state of california, our state legislative delegation, the california high speed rail authority,

the cooperative agreement between the state, the city, and the tjpa provides a reserve to the state, 28 parking spaces in the new transit center for legal counsel. the new transit center does not have a parking garage. in the alternative, the cooperative agreement provides that the tjpa will provide 28 parking spaces within a certain distance of the new transit center. this item would authorize the executive director to meet the terms of the cooperative agreement in a line item budgeted each fiscal year for the amount not to exceed that. >> it's been moved. >> seconded. >> seconded. >> no no members of the public have wished they wish to direct you. it is also a motion that the tjpa has aggressively and vigilantly been looking for in case these funds do not mature. that concludes our presentation. commissioner campos: thank you. any questions? commissioner chu: phase 1, you talked about the scope of the work. i understand with $400,000 that is moving something that would have been phase 2 forward to phase 1. what is the scope and value for phase 2? >> phase 2 is 2.5 billiloon dollars, and it is basically the extension of the train service to the transbay terminal and also the future high-speed rail also to go through the terminal, and it also includes the outfitting of the terminal itself, the underground terminal, that would build the box itself, but the track and systems and everything else will be built in phase 2. commissioner campos: and that would mark the completion of high-speed rail, etc.? >> it may be that one precedes the other. they are thinking they could have the terminal created before. commissioner chu: ok. and a quick question about $429 million assumed as funding for phase 1, that area may experience some weaknes

we've been working very closely with the tjpa and the m.t.a. has played a significant role in relocating all transit operations and services. transit services that will be relocated to the temporary terminal include our muney operation, greyhound, golden gate transit. director ford: as it relates to our automatic fair collection program, our pilot program for the clifford is on schedule and moving along quite well. the contractor has delivered the pilot fair collection equipment and recently began installing a new fare at the civic station center. this will be accompanied with three new ticket vending machines and one control terminal at the east end of the civic center station complete installation will take about a week and shortly thereafter staff will begin testing equipment. the pilot equipment at civic center will be in service on tuesday, august 18. as it relates to our federal transit administration and our funding, we recently received some good news. we received some national recognition. of the $71 million of the m.t.a. received in o

over this last year, web core has worked have been closely with the tjpa and with the design team evaluating the constructability providing input on the cost estimate, construction schedule, and value engineering efforts. the number of b that we will be preparing and the time period over which we will be preparing those bid packages has also extended out. so this contract modification is to increase the number of hours to reflect the additional effort from web core obiyashi over the past year, and through the bidding of the construction packages. if you have any questions, i'll be happy to take them. director cohen: what's the budget impact of the change? >> it's roughly -- i'm sorry. let me do the math real quickly. it's about $6 million of additional fees and that fits within our overall budget for construction services. director cohen: it's well within the contingency planned in the original contract award? >> question. in our program budget. the original contract award was for the base 45,000 hours plus the 7.8% mark-up on the value. it's within our budget contingency. >> you said 45,000
