that's a second example of the dialogue that occurred between the tjpa staff, the design team and the two sets of the security consultants. >> and the glass. can we, i actual have questions back to the presentation. the opaque grant, the pedestrian elements. how does that help with the production cost? >> first, within our existing budget, anywhere where we can find additional funding to address anything within our current budget, a specific grand application, then it helps make other funds available that can then be used for other sources. at the time we filed the opaque grant application we were aware of the funding that the baseline budget was considering would not be available, so, the 10.2 was part of a solution of back filling the unavailability of the funding. now it's a factor in a much bigger picture. >> so when you say, back filling the funds that are no longer available for phase 1, would that mean we can use some of this oh bag funding for the terminal and then later funds would be use for the bike and ped routes? >> this would be used for the bike and ped i am improvement

are there, do they make recommendations to the tjpa? is there any... do they issue reports? is there anything that comes out that would be relevant or of interest to the board? >> well a lot of the cac has been to serve as a public forum for discussion of the design of the transit center and elements we have had as an example. s better market streets program come and speak to the cac so that they can understand how our ro ject is relating to that project and the bicycle improvements and the cac has upon occasion made recommendations, but, we don't typically agendaize specific actions for the cac. >> and co-founder from cal train. cac chair or appointee make a full report to the full board of director. i would like to see to do the same, so that we can become better acquainted. >> okay. and we have offered that in the past and not recently, but jim laserous did come a few times to make certain statements. but, we could consider that. we will look at that change. >> i have a question about the ac transit rider. the appointee marla wilson. do you know whether or not she is a me

>> item eight is the presentation of the tjpa fiscal year 2013, 14 annual budget out look. >> report on this item. >> good morning, again, directors, this is the annual budget out look under the budget policy we come to you in april with a broad overlook and in may we will bring you a draft budget for a public hearing and then in june we will bring the final budget for adoption. they will be a capitol budget and an operating budget for the temporary terminal. we will this year, as we do every year, we are taking a slice a fiscal year slice of the capitol project of the base line budget and we will this year be based on the 1.589 currently approved budget and if there are changes to the revised budget approved at subsequent meetings, we will amend the fiscal year budget as necessary. and if necessary, to take that into consideration. we will present you with the budget that is in the form that you are used to looking at with major categories of professionalized services and the major line item will be continued construction with design completing this year in may. and you will see tha
