he was one of the founding members of the tjpa board in 2001. he was on the board from 2001 to 2007. he decided to come back in 2018. i want to thank you very much for your service on the board. >> i do have the last two senses to say. you know i couldn't resist. actually three. regarding where we are on the building, there is an important thing that has to be done with respect to what director lipkin alluded to, which is we've got a document that everybody is on the same page. that has to be really established because we need to maximize the value of what's being discovered. we don't want to go through all of this and then in the course of litigation, have to essentially justify that this is really good stuff. this is the answer. we want to avoid that. i know that's the first thing. the second one with respect to the secondary things, everybody is concerned about, once you find out what the root cause is, there's a who that comes to that. once you get the who, then you can can find out where else who was working in the building. that will be so

this is a presentation that has been shown to our tjpa board and this is -- i will provide the up dated information but i want to provide some of the information that shows what there is out there. so, with the -- at fremont street, there are the two girders that we have heard. in red there are the two girders. if you are on bus deck, those would be at the ceiling. you see two outer two columns are supporting and an important element to this is the middle one is a support of the bus deck below it so the weight of those two girders is carrying not only the park above it, but also the bus deck as well. as you zoom in, some of you have seen this picture with the cracks that have been identified at fremont street. this is identified in this picture. you will see that it's the upper left portion is one side and the lower right you can see the other crack. this is -- i would say it is on the flam section. these girders, if you think of the letter i, there's the bottom portion is a flange, the top portion is a flange and the vertical portion is a web. sometimes i will reference that terminolog

my chair of tjpa citizens advisory committee. my comments are focused on the following area.our meeting opened with executive director providing update on the passage of the resolution. calling for them to suspend funding agreement with the tjpa for the downtown extension, 30% design part one until the following conditions were met. san francisco city office conducts evaluation of the management. , the staff performs a review of all alternativeoversigh -- altet and governance models. results of both efforts are presented to the sfcta board. a passionate discussion ensued among the c.a.c. members. there were three areas of concern of the resolution. the first were costs. assuming full funding can be secured along the critical path of phase two and any delays moving forward with phase two in this case, 30% will result to increased escalation. at this time estimated approximately $17 million a month. second, missed opportunities to obtain commitments of federal and state funding for phase two and third, until completion of the dtx and caltran and high speed rail will utilize for

sample locations and findings were proposed by the tjpa and the contractor and accepted by our independent review panel. the samples were then shipped to l.p.i. laboratory in new york. the testing facility agreed upon by all parties, including the peer review panel. testing is underway to determine the cause of the fissures. we expect the results later this month to tell us the findings and determine a repair. after, we will did he right lane open a schedule for implementing the repair and opening the facility. i assure you, we will work as quickly as we can, but we must ensure a trusting and thorough investigation to win back the trust of the public at large. i would like to thank the peer review panel members for providing us with over sight, expertise, valuable input and for their expeditious reviews. later in the agenda, the tgpa construction manager will provide more construction details as part of the update on the transit center closure. moving to phase two in the downtown extension, we received the final comments from the federal transit administration for the supplemental environm

i'll just note quickly the caltrain downtown extension, working with tjpa on their transmittal to the m.t.c. this is a committed funding source. the transbay rail crossing is for planning, design and potentially construction of a second crossing b.a.r.t. and/or other rail. we have included initial project report submittal 10 t.c., including commissioner fewer's request b.a.r.t. out to the richmond. b.a.r.t. is gearing up their start to look at this. the next two projects, muni fleet expansion facilities is a project where m.t.a. is the primary sponsor, and you can see a bunch of potential projects listed under there. i'll just call it three of them. the new light rail vehicles is something that came out under the prioritization of the 5ypp's. we're looking to close the funding gap in purchasing the vehicles. we'd be looking for funds to expand muni east metro facilities so we have a place to maintain these vehicles and ensure they stay in a state of good repair. m.t.a. received a grant recently for electric bus infrastructure. and then, lastly, this just illustrates one of the challen

transbay terminal is in a tough spot right now and it is not happy for anybody whether members of the tjpaom alameda county and from san mateo county as well as here in the city and county of san francisco. we are aware, obviously, of the cracked beams and painfully aware of the huge cost overruns and delays associated with transbay. and the reason item 11 is on the calendar is because i think we need to learn from our past practices and really have a strong vision going forward for what is actually a much more complicated, much more costly project. and that is bringing cal train and eventually high speed rail into that box that is 80 feet below the surface underneath what is now or hopefully in the months ahead will again become a bus station, but hopefully will be an intermodial transit hub for the entire bay area. i want to make sure we get phase two right and i think that conversation begins with an analysis of what the oversight structure ought to be for phase two and i'm far from convinced, no offense to the staff and many of whom were not here when many of those cost overruns and de
