it has to do with the tax debate. s this -- "we will not be able to control our budget deficits without raising axes. president obama's speech wednesday lived up to that moment. now democrats and republicans in congress must take a similar stand. i told the truth in 1984 in my acceptance speech at the democratic national convention in san francisco. the budget will be squeezed, taxes will go up. it must be done. mr. reagan will raise taxes and so will i. he won't tell you. i just did. i lost the election, but i won the debate. reagan ended up increasing taxes in 1984, '85, '86, and '87 to mend the budget and tax systems." do taxes have to go up to resolve the debt? >> no, and with respect to mr. month dale, that conversation won't go over any better now than in '84. >> but reagan did it at one point. >> you can't raise taxes, particularly in this economy, without hurting jobs and economic growth, and we desperately need those things. whether you're in favor of bolstering national security on the one hand or shoring up

to see. what did you do to reenergize oakland as a good place to do business? >> the core of the plan was to revitalize downtown and he has this famous goal and it got to about 6000 if you include the projects and they are waiting for the economy to come up. that wasritical to revitalizing downtown. san francisco as the number 1 retail city in the bay area. oakland has made an amazing investment. we have industrial areas. >> how much will your strategy rest on luring companies from elsewhere in the bay area? you have highlighted that you are cheaper and more interesting than san francisco. >> you're referring to our pawed industry. that gets a lot of great publicity but is probably only worth a couple of million dollars in sales taxes. that is not a major thing. it was really difficult for development. by taxing and regulating them, it became the model that most of the state has followed. if medical marijuana is illegal, it should be taxed. we are one of the first cities to tax those dispensaries. if you have a legal marijuana and dispensaries, they should be ab

we need to do more. we need to do more to ensure the system is as reliable as possible. i do think we have to focus on best practices and how the agency is managed. it is an $800 million operation, and one of the things we started last year is be called for a management audit. the management audit looks at how the agency is being run, whether or not it is following best practices. it is bringing common sense into the operations in the city agency, and muni actually has not had a management audit in almost 15 years. that is a long time for an operation of $800 million to go without a management audit. we're now going to the second phase of the audits, which is going to come out very shortly because we do want to look the best practices. i think we also need to look at our investment in the system. part of the problem is a lack of reliability in what we have, whether it is our bosses, what happens -- buses, what happens at some of the stations, the repair areas. there is a sense we are not investing enough capital into the system, which is why, you know, we have trains on t

where to go to do that, where to go to get assistance. we are also a resourced. when we do see people in our office, many of them are a year or two out from even opening their business, so we will ask them what their credits for is, have they done their business plans, do they know what they're capital needs are going to be, how much money they have, how much money they are going to need to open their business. based upon those questions, we will direct them to the sba for workshops, courses. there is other entities that also provide workshop courses score as well in terms of helping to write business plans. also helping to educate the distinction between the micro lender, our bank, and our larger financial institutions and how those lending -- what is the difference in how this entities will lend, in addition to the sba loans that are available. also in response to the economic crisis, which hit a couple of months after we open our doors, the mayor reinstated the revolving loan fund, and we partnered with tmc working solutions, which is a micro lender, to provide

we want to do what we can to reach out to as many kinds of populations as we can. one way we do that is by bringing in guests. that is one of the things that makes a festival exciting. not only do get to see films that you might not otherwise see, but you can meet a director or an actor and hear about their prospective making the film. the one thing that i always like to tell people who have never been to a film festival before is that it can sometimes seem daunting from the outside because he will pick up the program guide and it has 100 name movies and seems a bit hard to navigate in the beginning. but it is really worth it as you know from coming. the atmosphere in december, the interaction with other guests, the films themselves make it a great couple of weeks. >> it is important to participate and take advantage of this treasure trove of films from how many countries? >> is usually between 40 and 50 countries. >> it is an impressive range of filmmakers and the national perspectives that gets represented in the film festival. thank you for bringing this festival
