to deal with that? >> i'm glad you asked the question. first of all, the 11.5 percent rate for the pg & e is what they quoted. that rate is expected to go up next year because pg & e's proposed a higher base rate for next year. even if that doesn't happen, if we launched that program today, we can have a rate with the revenue requirement that we've discussed that will be under 11 cents. 11.9 cents is a ceiling and it gives us a little room so we can plan for. we would not set the rate of 11.9 today if we were able to launch. >> right. you said somewhere around 9 cents is something you were looking at. i thought i heard a mention of that rate. >> it would be below 11 cents. pg & e's rate is 9 cents that would be adopted. >> you don't have an estimated rate below 11.9? >> the latest we have is about 10.9 cents and we are working with shell and i'm still trying to cut back our budget. >> i know there is a lot of folks that have worked on this before i became a supervisor and there have been a lot of hours on this and this is a significant project and of course we want this program to be

the deliver gas to the city and county of san francisco. pg&e is already a mandate by the california public utilities commission. so while you bring very important concerns, i would ask that you not oppose this particularly, since the permit that led to this easement requires all of our licensees to conform with city practices. so including ordinances. they have to comply with law. it doesn't specify the particular local hiring ordinance that you mentioned, but there is a blanket compliance with law component that mandates pg&e as any of our other licensees. so in the interest of getting a pipeline safety project done as we would ask other entitis to respect our own pipelines projects, i ask that we approve this because we're going -- this needs to go to the board of supervisors and we're facing the board of supervisors' august recess. thank you. >> can i also point out that i know that this is one of pg&e's high-priorities is this gas line and they have been in constant conversation with us at the puc and also in the mayor's office, because t

to shut this off. we use it for cooking, eating and hot water. there were 40,000 people that called pg and e about their gas. that means they call turned off their gas? did they need to do that? when do you have to? when there is a problem. how long did you think it takes pg and e to get out and turn it back on? 45,000 people. days weeks, may be a month. who has seen this in the streets. a lot of muck is in there is it's full of dirt and weeds you turn it to the right to tighten it and left to loosen it. your home work you have to look at your house, pop open the lid, look in there see what's going on in there it's not nice and clean like this. who has seen this around their house? everybody. each meter has a shut off. you want to find out where your gas meter is. you can keep track of your usage but you will know how to shut it off. here's the shut off. i have some tools up here, you can look at these. any hardware store has these. they fit on this and it allows you to turn off the gas. when we talk about the wheels it's these on top. if you have a broken pipe. they will spin like mad
