he joins us tonight, todd, what is your financial estimate of the cost of the u.s. mill taefer action in libya so far? >> well, so far based on the number of cruise missile es that we've launched and the number of sortee the u.s. has flown in this operation, i would estimate that we are towards the lower end of that, probably 300 million to 500 million dollars spent in the first week of the conflict. >> tom: okay so, we'll take $400 million as your estimate, do costs stay at that level over the next several weeks if the mission remains the same? >> no, they should drop substantially because a large part of the initial cost was just ending up the no-fly zone, taking outing the integrated air defences command and control centers. once we've done that it makes it easier to operate in the country and much less expensive. we should see the costs come down substantially in the next week or two. also the cost will come down for the u.s. as more nato airplanes takeover the air mission of controlling the no fly zone. >> tom: now that nato is in command, not just the u.s. how

our chief white house correspondent chuck todd covering there for us tonight. chuck, good evening. >> reporter: good evening, brian. well, the president said today that nato is considering all options, including the military one. and with this growing pressure from the leaders of european nations like england and france to institute a no-fly zone, america's ambassador to nato said -- questioned whether it was the best military strategy saying putting in a no-fly zone might not be able to deal with what's actually happening on the ground. that said, nato did approve a new 24-hour surveillance program over libya to track all of gadhafi's military movements. now, brian, i've got one other important note here from the white house. no issue has bedeviled this president more than trying to keep his promise of shutting down the prison at guantanamo bay. today the president ordered the pentagon to reinstitute the military tribunals in order to deal with detainees still in guantanamo, including the 9/11 conspirators, like khalid sheikh mohammed. the white house said tod

chief white house correspondent chuck todd has been traveling all along with the president, he too back at the white house tonight. chuck, what is the white house doing in the face of what is starting to be domestic criticism of this? >> reporter: that's right. look, they cut it short a little bit because there was a planned photo op, tour of mayan ruins in el salvador and they cut that short in lieu of a longer briefing on libya. the white house is sensitive to this perception that during this five-day swing in latin america that somehow the president didn't look like he was on top of the libya situation. that said, within minutes that he landed on the ground, he was hit with bipartisan congressional criticism. speaker of the house john boehner sent the president a letter with what boehner says are a slew of unanswered questions on a mission he says is not clearly defined. former house speaker and leader of the democrats, nancy pelosi, put out a very tepid statement of support of the president's policies that an aide tells me was intended to send a message that, guess what, house democ

our chief white house correspondent and political director chuck todd with us from washington tonight. chuck, good evening. >> good evening, brian. perhaps the most surprising number was how many people were paying attention to the showdown in madison. 73% said they're following the story. public government workers, should they have the same bargaining rights as private employees? 77% said yes, they should. that said, these same folks said 68% of them said that government workers should have to contribute more to their own retirement and 63% said they have to contribute more to their health care and 58% support a full-on one-year salary freeze for all government workers. turning to washington, as you know, a few hours ago president obama signed what's called a continuing resolution to fund the government for another two weeks, avoiding a government shutdown, but there is a big battle to figure out how to tackle the deficit. we tested 26 different proposals and we found out what are the most acceptable and unacceptable. the three more acceptable proposals is the surtax on millionaires.

chief white house correspondent chuck todd is traveling with the president in rio. hi, chuck. >> reporter: good evening, lester. well, the president has gotten two briefings today on the military progress in libya, one this morning and then one this afternoon. i just came out of a briefing with some senior national security officials, and they provided a little bit more information. the president called the king of jordan. part of that phone call was the hope of getting jordan to get involved in the enforcement of the no-fly zone in the next few days, which the administration believes they will be able to hand off this military campaign, which is a u.s.-run military campaign. they still believe they can hand that off to an international coalition to enforce the no-fly zone in the next days, not weeks. part of that phone call to the king of jordan, trying to recruit jordan to be a part of this. they want more arab nations involved. as for the arab league criticism of this no-fly zone and the idea that maybe it went beyond the united nations, the administration says t
