this is what todd has made. it's not just the size of reduction, it's how steeply it's administered during that time. so there's going to be a negotiation over what will replace sequester. because the only way to avoid sequester is to have an agreement to replace sequester. that will involve more cuts to defense. there will be a more reasonable glide path that will be targeted. it won't be across the board the way the sequester mechanism illustrates. and i think the other thing that underscore social security that we have to do something about pay it benefits. the pen gont has been saying for several years now, our current rate of increase is unsustainable. one of my colleagues at a working group meeting says, and this is before the announce pts of yesterday, if you look at current trend lines, if you look at current trend lines and you hold the budget flat, by some year 2039 or something like that, all we can afford are military personnel korss. it's like the norm augustine issue. it is all we can afford is peo

first, let's go in with chuck todd. chuck? >> well, good morning, david. we asked folks what is the most important quality in making your decision? electability, can beat obama 41%, and mitt romney has a larger lead over newt gingrich. but romney leads in all of the categories, and in fact experience to govern can beat obama more than a majority, and that's where mitt romney does best. this issue of electablility showed up in the poll. mitt romney performed best of the three candidates. but look at this. rick santorum does better against president obama than newt gingrich, and we saw the same thing in the florida numbers, and this long campaign is taking a toll on the republican party. look at this. all three republican candidates have a net negative positive approval rating there on the personal numbers, and that's an issue they will have to deal with in the general, and that's why mitt romney needs to wrap this up sooner than later. >> chuck, thank you very much. we'll see you of course in a few minutes. >>> joining me now for a special debate, former pr

and i want to find, todd, are you now with romney? is this something we can say on the air?here are you with romney? >> no, i'm not working for any candidate. i will say i think mitt romney's got the best chance of all the republicans to beat president obama, but i'm, you know, but i'm not working for him. >> okay, well, that said, let's take a look at the head-to-head matchups with the top tier of republican candidates. president obama up against president obama, tied with mitt romney. basically 9 president beats newt gingrich handily by nine points. beats ron paul by eight points. there hasn't been enough polling on president obama. and rick santorum, head to head. so given all that, including the shocking fact, todd, that ron paul's within eight points of president obama, which is an amazing revolting development as we used to say, what do you make of that right now? does that tell you really that romney is the strongest on your side? >> well, that's something -- i don't think most people need a poll to come to that conclusion. what it tells me is a couple things. number

todd, let me get your take on volume, what's going on in this market.s it have the legs to continue the rest of the year? >> we think it does, maria. there's been some people concerned about the low volume. i've seen that be mixed. i've seen strong volume lead to declines. we had strong volume right ahead of 2000, ahead of the 2000-2003 bear market. we think this low volume is a measure of the disbelief in the market. and the low-level participation. in fact, hedge funds, it's no secret they were underweight. but we're seeing evidence, though, that these hedge funds are coming back into the market. we're seeing that with the increase in the hedging activity that we're seeing on some of these exchange traded funds. so we think, while volume is low, that's just a sign of disbelief. and at some point, these fund managers have got to play catch-up. and as the market continues to run, they're going to have to participate. and i think it does represent the sideline cash that's available to propel the market higher. >> that's great potential for the move up, i
