todd horowitz is with us. thank you so much for joining us. and let's talk about this losing streak we've been seeing. any indications that today could be an up day barring any major catalyst where he's markets can continue to forge forward? >> good morning. thank you for having me on. the losing streak, you have to remember the whole year we're up 30% since october 4th. we're heavy in miners selloff. but we're having a selloff with no volatility which means the market is still very comfortable where it's at. a 78 point move in a market that's up 30% is really very low. this is not concerning at all. can we turn it around today? looks like the market may want to go up a little higher today, but i would think that we'll kind of hang in this range. but as long as we say above this 13,000 dow, i think we still look good. i think we still go higher from here. and as long as the volatility stays out of the market, there's no reason to think that we would start to go lower. >> well, let's talk about that volatility because bob pisani is always talki

our guest is todd jacobson. he is a senior reporter. >> thanks for having me. >> what is the mission of the national nuclear safety administration? we hear so much about agencies. >> there are several parts of the mission. the main part is protecting and maintaining the warheads. that is probably about half of what they do. then the other part is kind of the -- two other parts i should say. the nonproliferation part that is in charge of securing nuclear material around the world. so they go to various countries, upgrading security and making sure other countries material cannot get into terrorists. sometimes material in risky situations. then another component. the naval reactors. the reactors that power our submarines or nuclear submarines. they are in charge of the upkeep and maintenance on that. a three-fold mission on that. >> what has to be done to upkeep and maintain nuclear weapons? >> it is not just something you put on a shelf and leave. there is a whole codray of scientists that constantly study them.

this morning on the "today" show, chuck todd said that romney is still struggling to connect with many republicans. >> he is not winning the heart and soul of the republican party. this has always been the challenge, right. eight, nine months ago we kept saying mitt romney is the guy, the favorite for the nomination, but nobody was quite sure how he gets there, how the end game happens. and we're still in that place. how does he land this plane? it's not clear. he has the math. i mean, ironically, he may win the night on dell galts when we

. >> todd jacobson is a senior reporter at nuclear weapons and monitor. we're talking about the nnsa. that's the national nuclear safety administration. it's charged with maintaining the nation's nuclear deterrents capability, securing vulnerable materials and the president has requested a budget for fiscal year 2013 of over $11 billion for the nnsa. the national academy of sciences has a report saying that the nnsa security of sites such as lawrence livermore is affecting the work of the labs. talk to us about security. >> security of -- specifically you're referring to in terms of security? >> it says -- here's one that says put a little trust in nuclear lab, maintenance of nuclear weapons stockpiles z is the core mission, but according to the national research council last month, lab employees say contracting oversight, and capital strains have diluted the primary goal and are putting research at risk. >> yeah. the real issue is, you know, how much nnsa -- how much oversight is on the labs. several years ago, the congress forced the nnsa to compete the

we are joined by our political director chuck todd in washington. is it still a win if they are going to divvy up the delegates? >> reporter: welcome to the battle for the nomination as many folks remember four years ago. it doesn't matter who wins states, it matters who acquires these delegates. interesting thing on santorum, he won. he didn't win michigan, yet he won more delegates out of michigan than he had in all the other states he won combined. technically hadn't gotten any delegates. that's what's going on. today you saw mitt romney went on to ohio. that's the next big test that is going to happen in a week from now. romney feeling better simply by winning because now it avoids all this talk of republicans in washington finding somebody else. for santorum and newt gingrich, the pressure is on to win big on super tuesday. there will be twice as many delegates as have been available throughout this entire two months. it all happens on one night. 11 different states will be dishing out delegates. you have santorum trying to make a stand in ohio
