terms of the role of government that even dealing with some of our shorter term debt. >> david gregory and chuck toddk." joining us from capitol hill is chairman of the house budget committee, congressman paul ryan. good to see you. >> how are you doing? >> good. looking at the framework of your budget are there any bargaining chips in it? >> oh, sure. look. mika, we take spending down by 4.6 trillion the next decade meaning spending grows by 3.4% the next decade instead of the 5% it's now on. somewhere between that 5% and 3.4% is probably in agreement. i've long been saying since this election i know we will not get everything we want but hopefully a down payment on the problem and step in the right direction. what i'm pleased about with the senate acting today on putting their budget together at least they are doing a budget. look. i don't like their budget but the vehicle is here, the process is being revived. it's in front of the public's view so if we pass our budget and the senate passes their budget we fleece have revived a budget process through which we can look for common ground. >> that is

david: here is the overall question though, todd, just to put a fine point on it. are you taking a greater risk now when you buy a stock thinking it will go higher instead of holding onto cash waiting for a dip? >> i think now you have to observe the market and stay out. i don't think you want to put in new money here becauue i think we're much closer to a temporary top. i think there's a lot more risk to the downside. even if we get high we're talking about 1565 on the s&p, at some point here the come in like a bull in march will go out like a bear. at some point we're going to get some profit-taking, we're going to get some selling, the price for perfection, you can see the range is getting narrow. i don't think i want to be a committer of new money here. i want to stay in cash or short the market if that is the type of trader or look to a dip to buy. the dip buyers and late people to the party, retail is starting to chase market a little higher here. liz: there is pent-up demand. there is institutional buying going on and money behind that institutional buying.

david kelly from jpmorgan funds. todd salimoni. our own rick santelli. allen delvez will join us in a moment. dani, we talked an hour ago. we were getting clarification from the dutch finance minister. maybe the cyprus bailout is not a template for future bailouts. market came back a bit. but we're still weak today. >> we're still weak today. we're still weak today. there's still people in line in cyprus waiting to take their money out of the bank. you can rest assured about that. i think one thing that we've seen over the last couple of weeks is when we fall off about 100 points, 100 and change, the next day the market comes back. there have been so many people on cnbc and elsewhere, a lot of clients of ours, that are waiting for that pullback. nobody really wants to wait for that huge pullback of 400, 500 points. they're saying, 100 points, i might take that. i expect to see that a little bit tomorrow. money coming into this weakness today. >> david kelly, you know, the word "template" never took on so much importance as it did today. weigh in on that

chuck todd is much like david gregory, in that they have this -- because they are involved with msnbcessive or liberal. which is exact le the opposite. i find them more often running interference than creating false balance which is a cnn problem. and chuck todd especially never been a fan of obama or hillary clinton, and has -- at certain points intentionally -- the idea is not real reporting but to throw tacks under the tires, and -- but that has nothing to do with this. this is chuck todd eating other reporter's time. which is -- who's to say they haven't asked those question -- everybody there had their own singular question. this is chuck todd thinking i am getting screen time, i'm getting these questions so i get the tape. >> chuck and i go way, way back so it's very hard for me to have any -- i just have a very warm spot in my heart for chuck and the work we did a long long time ago. but that aside, i think there is a limbed amount of time in these press conferences. and it's a fair thing to say take a question i just want to get everything out because it's running around in my

david frum. the author of the book "why romney lost," also a former bush white house speechwriter. you saw brian todd'ssr, who worked for holbrooke, now the dean here in washington, a well-known, very smart guy. he says there was a serious problem. you know hillary clinton well. was there a serious problem as far as you know? >> no. in short, i'm sorry to be so blunt. look, dr. nasr is an impressive person. i could be wrong but i think this was his first posting in the government. and we need foreign policy experts. we also, sometimes people who don't know politic, they're shocked that politics and personalities sometimes cause friction. like they say at nascar, rubbing is racing. i've been at this a long time. the relationship between the power players at state, the white house and defense, was as good as i have ever seen. we remember in the reagan administration where state and defense in weinberger and shuttshultz weren't even talking to each other. in rumsfeld's, they didn't get along. this worked quite well for obama and clinton. i don't know the specifics about what dr. nasr's saying but i think
