this is todd sturdon. he's admitting it. i wish that those people who come to the floor and say, no, we know if america will lead the way that china's going to follow us, they're sitting back there just rejoicing, hoping we'll go ahead and have huge cap-and-trade tax to drive our manufacturing jobs to places like china where they don't have any real controls on emissions, and the result would be an increase in co2. in other words if we pass this huge tax in this country, it will have the resulting effect of increasing the amount of co2 in the atmosphere. china has a vested interest in swearing off carbon emissions to lift its people from poverty. add unilateral u.s. action into the mix and we give china a stronger incentive to impose mandatory reductions in its economy. china understands this all too well. i believe they will unfailingly pursue their economic self-interest which entails america acting alone to address global warming. in other realms whether on intellectual property rights or human rights, the chinese have co
