we're having a wet monday here in tokyo. the current temperature read cigarette 19 degrees celsius or about 66 degrees fahrenheit. starting to feel a little muggy too. here's the weather update. >> spring storm is affecting many parts of japan especially the pacific coast and okinawa and heavy rain fell in 24 hours. we have a very intense low pressure system and active cold front that is providing quite a lot of heavy rainfall and strong winds. i want to take you to this. you can see trees swaying in the winds over 100 kilometers. wind gusts were reported in the prefecture along with 90 minneapolis of rain in 24 hours alerts for heavy rains, strong winds and thunderstorms and high rains have been posted in the prefecture. i want to show you this forecast into tuesday morning. additional of 250 millimeters of rain could fall in the next several hours in shizuoka prefecture peaking tonight and 250 millimeters for northern japan quite a lot for this region. flooding and mudslides is a very high-risk for many parts of japan. goo

cloudy skies and warm day here in tokyo. we'll see the pattern continuing as high pressure moves in so expect temperatures to be around 21 degrees for saturday. 19 in beijing with some rain. this rain pattern will be shifting towards the east. by the time we go into first part of next week the rain will spread into the korean peninsula and japan. speak of rain. let's look at europe. we had a period of time this week where plenty of sunshine and dry conditions were taking place. we have a cold front now pushing further towards the south. and as that takes place we're going to see temperatures dropping off and we'll see the possibility of rain and maybe some thunderstorms. this low pressure system in the iberian peninsula will travel to the north and east. it will pick up moisture. looking at possibility for thunderstorms in paris and vienna. in athens and rome before you see temperatures in the 20s as we go through friday. now as you wrap things up with a look at north america i want to point out to you these clouds bright in

i'm catherine kobayashi in tokyo. >>> transport ministry officials say they're learning more about what caused an accident at an airport in western japan. they say thes ian that airlines plane was flying at a normal altitude until one minute before landing in hiroshima. they are trying to figure out what caused an aircraft to drop suddenly. the aircraft, the accident occurred on tuesday evening local time. the airbus a320 hit a communications structure as it was coming in. when it finally touched down, the jet veered off the runway before coming to a stop. the aircraft's wing and left side engine were severely damaged and 25 people were injured. authorities say the plane was at an altitude of 900 meters, two minutes before landing, at around 600 meters one minute before landing but then suddenly dropped to six meters. japan transport safety board officials have taken the flight and voice recorders from the plane as part of their investigation. they'll analyze data to find out why the south korean jet descended rapidly

from the tokyo stock exchange. what are you seeing this morning. >> you mentioned retail sales in the u.s. and a little bit less than spectacular, to put it that way. and we did see a slight drop in the dollar as well. let's see how that is effecting the nikkei and topix for wednesday april 15th. both down the negative of a a .25%. and the nikkei ended flat on tuesday, pretty similar to trading monday as well. investors really seem to be reluctant to take that next step after the recent record gains we've seen. exporters also may be in for a little bit of a negative sentiment as we've seen the dollar falling against the yen. it is now at the mid to lower 119 yen levels. retail sales and imf cut in growth forecast for the u.s. economy that you also mentioned ai, also pushing the dollar lower. the euro edged up against the dollar despite concerns about greece and the yen from two year lows marked yesterday. the singapore dollar interestingly rose against the u.s. dollar as the monetary authority in singapore kept its

the 35-kilometer loop runs through central tokyo. commuters only have to wait three minutes for a train. the line is often described as the symbol of japan's high-tech transportation system. the line connects major stations. not only business people and students, but also many tourists use the line as a way of getting around the city. this is a view of jr station after the accident. a collapsed pole can be seen just in front of a stopped train. the problem was found around 6:00 a.m. on sunday by a driver on the line which runs parallel with the yamanote line. it forced the suspension of services on some of the lines. workers fixed the problem, but service was suspended for more than nine hours. about 400,000 people were inconvenienced. >> for us, the perfect metro line. normally it's perfect. normally it's really right on time and very accurate. >> the accident doesn't allow us to go to our hotel. we took three hours to go to our hotel. >> reporter: company officials say they had noticed the poles leaning two days prior, but they did

i'm catherine kobayashi in tokyo. >> thailand's interim prime minister lifted martial law after 11 months. but he's invoked a new security clause that means the military will retain broad powers. he made the announcement in a televised address. the military imposed martial law last may just before it took control of the country in a coup. he issue ad new order which retains significant powers for the military. it bans political gatherings of more than five people and the military would be able to detain people without charge. he says the new order is based on an interim constitution in order to maintain security. observers say the lifting of martial law is design to diffuse internal criticism of human rights violations and eliminating concerns about the effects on the economy, especially the tourism industry. >>> negotiators from iran and six world powers have extended their marathon round of talks for a second day. they are hoping to reach a deal on demands from iron. the negotiations between iran and the five perman

ramin mellegard joins us from the tokyo stock market. what are you seein morning? >> yeah, we are seeing the positive momentum carrying through from the u.s. and a stronger dollar should be a good guide for exporters. let's look at the opening levels for tuesday, april 21st and both indexes are higher the nikkei rupp are up but .5%. it came off lows after stimulus measures by china. however investors are keeping an eye on developments surrounding greece ahead of a meeting on friday. the earnings season is in full swing in the u.s. and we've had a mix red action there. morgan stanley with profits that have been the best since the lehman crisis. but also ibm coming out and showing a 12th straight loss in its quarterly earnings and this week we're going to see quite a few earnings results from google, microsoft, amazon and general motors. >> and we'll have earnings here in japan too. what can you tell us about that? >> one of the major names, cannon will be coming out with numbers. investors want to see if printer sales can offset losses from the camera division. and

i'm raja pradhan in tokyo. japanese police say a man has taken responsibility for landing a drone on the prime minister's office. they say he showed up far away from the capital and turned himself in. the man appeared at police station in fukui prefecture. the man is in his 40s and lives in the region. he told police he landed the drone on the prime minister's office as an anti-nuclear protest. investigators are trying to confirm whether he actually flew it. the drone was found earlier this week. it was carrying a plastic bottle containing traces of radioactive cesium. engineers with the company that produced the drone have been examining the equipment fitted to the device. they say it was likely flown by someone who had considerable knowledge and experience. the engineers say a high-definition footage from the camera could be sent up to 1.2 kilometers with a transmitter. they demonstrated a flight using a similar system and they say attaching the extra devices would make it more difficult to operate. the color

i'm keiko kitagawa in tokyo. >>> foreign and defense chiefs from japan and the united states have made new guidelines for defense cooperation. it is the first time they have revised the guidelines in 18 years. foreign minister fumio kishida and defense men minister gen nakatani met with john kerry and ash carter. they say the revisions are men to improve cooperation in the face of an increasingly complicated international security environment. the new guidelines say the two countries are securing their seamless and effective coordination under normal circumstances and in the event of contingencies. the guidelines call for bilateral cooperation if countries other than japan are attacked. this reflects japan's changed legislation over its right to collective self-defense. other areas of cooperation include international mine sweeping operations and response to ballistic missile launches. >> today we mark the establishment of japan's capacity to defend not just its own territory but also the united states and other

i'm catherine kobayashi in tokyo. >>> members of an international migration watchdog have released a grim statistic. they say more than 1,700 people have died this year trying to cross the mediterranean to europe. they say the number is a 30-fold increase over the same period last year. spokesperson for the international organization for migration commented after the capsizing of a boat off the coast of italy. more than 800 people including children are feared drowned. 28 have been rescued. italian prosecutors say 15 people have been detained on suspicion of human trafficking. they say they're part of a smuggling ring from africa. the group is suspected of smuggling more than 5,000 people since last year. the iom says tackling trafficking rings is a pressing task. >> the difficulty in the past is we have only caught those small smugglers who are running the boats but not the big fish who are behind the operation, and we need a break-through in that and to do that we need to organize ourselves to go after these gangs.

people in tokyo are seeing gray skies this morning.eteorologist robert speta joins us with more in world weather. >> catherine, what we're going to be looking at for not only today but the next several days is still those gloomy skies. we're look at some light rain showers across most of japan. a few thunderstorms are popping up. even in the miyazaki prefecture we've actually seen winds gusting upwards of about 80 to 90 kilometers per hour with some of these thunderstorms. but for the most part it's light to steady rain. not just japan. parts of south korea extending to central and eastern china and even toward the southeast we are seeing this stationary boundary. the main reason for this is the wintertime air mass off toward the north and then we have the summertime air mass in the south. you get this boundary, it just sets up right in the middle of that and it starts to bring these heavy rain showers. it's also dividing these air masses quite significantly. for example, down toward southeastern china we're talking about taipei also i
