fight warm for this time of year for tokyo. the people in the philippines are dealing with the aftermath of a powerful typhoon. we are joined with the details. >> melor is a troublesome system, making landfall on money in the philippines. clouds are lingering over the northern areas of the country, causing strong winds and heavy rainfall. we have footage coming out of the country to share the situation on tuesday. melor caused storm surges, causing more than 8,000 people to evacuate their homes. in the province of sorsogon began clearing debris from their homes. schools and some businesses were closed on tuesday. dozens of domestic flights and ferry services were canceled and at least four people have been reportedly killed due to the storm system. we have some good news. melor has weakened to a severe tropical storm. the gusts were about 210 kilometers per hour yesterday but down to 126 kilometers. however, it's still a very strong system and it's still located near the coast of luzon. still bringing stormy conditions for luzo

the cheaper oil pressured markets here in tokyo today. nikkei and the topix popped into the positive in the morning but soon lost ground and closed down 1%. the nikkei closed at a three-week low at 19,492. retail investors booked profits on recent gains. the topix closes at 1,568. the gdp has little impact on stock markets but it was a different story in currency markets. dealers bought the yen after the gdp so the stronger yen weighed on japanese exporters. toshiba fell 3% and it's actually been falling for four days in a row now. toshiba shares were also sold as japan's security watchdog called for a fine on toshiba for about $60 million over its accounting scandal. and sony and toyota were also lower on the stronger yen. the energy sector obviously led losses today. i'll export impacts and the idemitsu kosan fell about 5% and japan petroleum export fell about 3%. brent dropped to its lowest level since the financial crisis, this is after opec decided to keep current production levels. all in all, it was all about the commodity rout tha

the is thursday, december 10th i'm catherine kobayashi in tokyo. police in the city are trying to figure out the motive behind last month's small explosion at a shrine in tokyo. they say a south korean man arrested in connection has never been found to be engaged in investigations. they say he is denying the allegations. according to police he entered japan for a short stay of two days before the incident and add it was his first visit to japan. they say he returned to south korea but came back to japan on wednesday to revisit the shrine because of intense media interest in the story. police identified him before the small explosion. the shrine honors the war dead, those remembered include military and political leaders convicted of war crimes by an international military tribunal after world war ii. >>> new rules went into effect on thursday that require users to seek government approval before flying drones near airports and above crowded residential areas and events. the restrictions require operators to keep their drones close by. users need pe

it's december 31, new year's eve in tokyo. i'm catherine kobayashi counting down to 2016 with the top stories this hour. ten member countries launched an economic community on thursday which promotes trade liberalization. they signed a declaration in malaysia last month to establish it. a government sponsored event to celebrate the launch of the asean economic community was held in the thai capital bangkok. the community has a population of 600 million and gdp of $2.5 trillion. member economies will promote the elimination of import duties and liberalization of tourism and other service industries. they will allow freer movement to skilled workers such as medical doctors and architects within the region. they expect the economic community will help accelerate the pace of growth in the region. however, economic differentials in the region pose a challenge for the single market. the per capita gdp of singapore is about 60 times that of myanmar. member economies also have domestic regulations against foreign affiliated companies
