tom? >> reporter: brooke, any effort to impeach a president must begin in the u.s. house of representatives. the constitution says so. even though such efforts of exceedingly rare certain procedures are more or less standard. most often the judiciary cmmittee kicks it off although other committees may be involved by investigating allegations that have been raised against the president. now, this is happen with our without a vote to authorize an impeachment inquiry. we've had such votes in other proceedings but the law does not require it. in any event what comes next, lawmakers from both parties listening to witnesses, reading documents and reviewing evidence to see if the president might have engaged in treason, bribery or other high crimes and misdemeanors such as seeking personal gains through the office or abusing power's if they think he that those committees can push for a full house vote on articles of impeachment and a simple majority can impeach the president. does it mean he's guilty? not necessarily. remove him from office? no. all this really does is for
