tom foreman takes a look at the complicated process that lies ahead. >> reporter: from now until theweek of december states should settle their vote counts and vert if i the results. they all have their own particular deadline so it won't happen all at once, and of course, if there are local rules or a legal challenge requires a recount, it could produce delays. they're all headed for the same goal, saying within a few weeks we settled all disputes and this is our final tally for each candidate. they must have that complete by december 14th, because that is when the electors must vote. who are they? they are 538 people from all 50 states chosen by the parties and they mirror the number of senators and representatives in each state. this is the electoral college. typically they gather at the local state houses and award their electoral votes in most cases to whoever gathered the most popular votes in their state. although occasionally some break from that and cast rogue votes, becoming what we call faithless electo electors. the supreme court ruleed this year they can be punished her

here's tom foreman. >> reporter: with more than 90 million early votes cast, we are very close to the two-thirds level of all the votes cast in 2016. and certain trends have emerged. much of the voting is occurring in 16 key states that cnn has identified, including the battlegrounds. voting is up among younger voters, it is down among older voters. none of which tells us how people are voting right now. not in a definitive way. and it certainly doesn't tell us when we will have results, and that's the big question. that's difficult to calculate because with all this early voting, state to state to state, the rules are different about counting those votes. some are already being tabulated in secret in a sense. others are being prepared procedurally to be thrown into the computers and counted as soon as the polls close or the voting starts in their state. and other places don't start until election day with any of it. that includes, for example, pennsylvania and wisconsin, two really tight battleground states. they don't start dealing with these absentee votes, the mail-in votes, until

tom foreman, how much of an impact could this have?eople might think it might be, it could make a big difference. all it tay is a few thousands ballots not showing up where they should be, but look at what we're seeing in the delays in central pennsylvania, 62% are moving on time. in atlanta, 64%. in northern new england, 64%. it's under 90% in arizona, michigan, wisconsin, minnesota, north carolina, parts of texas, florida and pennsylvania. that last list there, all those in the end, we're talking about just a fistful of battleground states which really could be key in deciding this race. i will say, ana, this is precisely what many democrats were worried about, that the postal service would not be reliable here. the postal service says basically they're dealing with chronic understaffing. there having flags raised about the pandemic. the bottom line is, whatever the reasons, in about half the states, if the ballots don't arrive by election day, even if they were posted three weeks ago, they don't count. so look at the states we're ta

let's bring in a cnn's tom foreman. let's start with the big headline.ow do you make essential of this? >> well, there is no sense of this. this is what people have been worrying about for months and months. the question with the pandemic and everything else. will the mail do its job moving forward, especially when we're relying on the mail for so many other things. it is already crowded. the bottom line is these extraordinary measures are things you can't understand. for example, the postal service being essentially ordered to say, you must use the express mail network which says, it will deliver in a day or two for anything going any kind of distance. any of the voting going any kind of distance. and same day or next day delivery to local post offices for votes closer in. that's what these extraordinary measures are at the moment, although you have to say, i'm not sure how much difference they make this late in the game. look at a couple of states. for example, if you look at colorado and wyoming, they moved on saturday just 43% of the ballots in an on
